
Deputy Prime Minister Mai Van Chinh signed Decision No. 2640/QD-TTg promulgating the Plan for implementing Conclusion No. 84-KL/TW dated June 21, 2024 of the Politburo on continuing to implement Resolution No. 23-NQ/TW dated June 16, 2008 of the Politburo (10th term) on "continuing to build and develop literature and art in the new era".
The plan outlines seven key tasks and solutions for implementing Conclusion No. 84-KL/TW.
Firstly, strengthen the Party's leadership and the role of Party committees and organizations at all levels, especially the heads of these organizations, in the work of literature and art. Promote propaganda and dissemination to raise awareness of the position and role of literature, art, and artists in the cause of national construction and defense. Continue to organize the dissemination of the content, objectives, viewpoints, tasks, and solutions for building and developing literature and art through Resolution No. 33-NQ/TW dated June 9, 2014, Resolution No. 23-NQ/TW dated June 16, 2008, Conclusion No. 84-KL/TW dated June 21, 2024, Conclusion No. 76-KL/TW dated June 4, 2020, etc.; Promoting the capacity and responsibility of leaders of Party committees and organizations, government agencies, the Vietnam Fatherland Front Committee, and mass organizations at all levels in building and developing culture, especially literature and art...
Secondly, enhance the effectiveness and efficiency of state management, strengthen resources for the development of literature and art, ensuring harmony and avoiding fragmentation and waste; develop the cultural industry in parallel with building and perfecting the cultural market. Develop and improve aesthetic education programs for young people, students, and university students in schools. Continue to comprehensively innovate the content and methods of leadership and management, improve the effectiveness and efficiency of state management of literature and art; continue to streamline the state management apparatus for literature and art from the central to local levels towards efficiency and effectiveness; resolutely fight against the decline in political ideology, morality, and lifestyle; and the manifestations of "self-evolution" and "self-transformation" among cadres working in state management of literature and art and the artists; promote digital transformation and the application of scientific and technological achievements in the field of literature and art...

Thirdly, vigorously promote the development of research, theory, and criticism in literature and art. Develop policies for training, nurturing, utilizing, rewarding, and honoring the workforce engaged in research, theory, and criticism of literature and art. Encourage officials and employees working in the field of literature and art to participate in further education to improve their skills; develop policies to support funding for domestic and overseas studies. Gradually establish training programs for literary and artistic theory and criticism within the system of art schools and social sciences and humanities. A separate mechanism and policy are needed for the field of literary and artistic theory and criticism.
Fourth, develop policies that prioritize students and postgraduate researchers in culture, literature, and arts from ethnic minority groups: Develop a strategy for building a team of leaders and managers in literature and arts with strong professional qualifications and political acumen; research the development of policies to support young artists working in remote areas, border regions, islands, and areas inhabited by ethnic minorities (support in housing, transportation, etc.).
Applying digital technology to innovate teaching methods and curriculum content in literature and arts training schools; researching and developing policies to send students and postgraduate researchers in culture, literature, and arts to developed countries for training or to provide support mechanisms for self-funded overseas study; and developing mechanisms and policies to attract students, postgraduate researchers, and artists abroad to return and contribute to the development of national literature and art.
Fifth, strengthen and improve the effectiveness of the Literature and Arts Associations: Research the development of mechanisms to enable local literature and arts associations to be autonomous in using cultural institutions to organize the teaching and preservation of traditional arts; review and advise on solutions to shortcomings and develop a roadmap and plan to gradually transfer the organization of some literature and arts activities currently managed by state agencies to specialized literature and arts associations, in accordance with current regulations...
Sixth, continue to promote the role of press and media agencies and social media platforms in disseminating and introducing literary and artistic works to a wide audience both domestically and internationally. Develop healthy, rich, diverse, and distinctive mass art and culture activities and movements; protect and promote the spoken and written languages of Vietnamese ethnic groups; establish mechanisms and policies to encourage and motivate the people to play a leading role in creating and enjoying literary and artistic values. Promote the role of People's Artists, Distinguished Artists, Folk Artists, and artists who are the subjects of intangible cultural heritage, and build a system of awards... in the practice, dissemination, and teaching of folk culture and arts.
Promoting digital transformation, applying science and technology, and fostering innovation in building databases on Vietnamese literature and art; establishing management mechanisms and sanctions to prevent and address the dissemination of literary and artistic products with content and ideologies that contradict the Party and State's guidelines and the interests of the nation and people; developing a long-term strategy for collecting and preserving cultural values and traditional literary and artistic works of the 54 ethnic groups; developing projects and programs to regularly introduce and perform traditional and folk art forms at tourist destinations in cities and localities; building a system of cultural institutions and cultural and artistic activity spaces to attract People's Artists, Distinguished Artists, and dedicated individuals and artists to teach and promote traditional and folk art to the people...
Seventh, promote international exchange and cooperation in literature and art: Develop and effectively implement Vietnam's Foreign Cultural Strategy and Cultural Diplomacy Strategy in the new period; diversify forms of foreign cultural relations, deepening international cultural relations; strengthen international cooperation between state management agencies on culture and Vietnamese embassies abroad in introducing Vietnamese culture, literature, and art at appropriate socio-economic events. Guide and facilitate individuals and organizations in terms of administrative procedures when arriving in host countries; provide all-round assistance during their stay to participate in events.
Actively select and introduce the finest aspects of human culture that are suitable to the Vietnamese context; organize large-scale and influential domestic and international literary and artistic events, through which people can both access world cultures and enjoy the cultural values of the nation in the spirit of "Internationalizing Vietnamese national cultural identity and nationalizing the finest aspects of world culture"...
