According to information, at 4:36 a.m. on December 5, after receiving a fire report at a snail noodle and hotpot restaurant located at 227 Tran Hung Dao Street, Cau Ong Lanh Ward, the Fire Prevention, Fire Fighting and Rescue Police Department (PC07, City Police) quickly dispatched 9 vehicles and 61 officers and soldiers to the scene, proceeded to cut and break the ground floor rolling door, and deployed a team of water jets directly into the fire. At the same time, spraying cooling mist to protect the safety of 7 officers and soldiers carrying CO2 tanks and gas masks to go deep inside the house to rescue 6 victims trapped in the fire.

After taking the 6 victims out and handing them over to the 115 Emergency Center to be taken to the hospital for treatment, the police force continued to deploy forces and equipment to control the fire and completely extinguish it at 6:15 a.m. the same day.

At 7:30 a.m. the same day, information from the hospital said that 4 victims did not survive, including Ms. D.TKH (40 years old, owner of the restaurant, living in Hanoi ), girl D.KL (7 years old), boy HNK (2 years old), all of whom are biological children of Ms. H and Ms. LQA (35 years old, employee). The two injured people, TTNK (18 years old) and TTTT (21 years old, employee of the restaurant), are being treated at Gia Dinh People's Hospital.

The fire affected about 20 square meters in the kitchen area on the first floor and spread to the upper floors of the house. The house has a construction area of 88 square meters (3.8 meters x 23.2 meters), with a total usable area of about 352 square meters, including 1 ground floor and 3 floors with reinforced concrete structure. The cause of the fire is being investigated and clarified in coordination with relevant units.

The fire broke out at night, the combustible materials were mainly household items, so they emitted a lot of smoke, dense toxic gas and a large amount of heat, causing many difficulties for fire fighting and rescue work; the house structure had a direct escape route to the outside at the front facade, but it was installed with a solid rolling door, making it difficult to demolish and access to deploy fire fighting and rescue measures.

From the above fire, Department PC07, City Police recommends: To escape safely, when a fire occurs, first of all, you must determine a safe exit. Each family must open a second escape route in their house. Normally, the exits to safety in independent or adjacent houses include: The main door exit of the house; the exit to the emergency stairs outside the house from each floor; the exit to the balcony; the exit to the terrace or the roof (top floor) to escape to the adjacent building.

In addition, for independent apartments, the safe escape route is through windows and balconies when there are supporting devices such as ladders, ladders, slow-lowering self-rescue ropes, etc. When a fire breaks out, the first person to discover it needs to quickly alert everyone in the house and quickly escape through the main door if this way is not yet covered by fire and smoke. During the move, stay calm and take measures to avoid inhaling smoke, toxic gases or being splashed by fire causing burns or burning clothes.

In case the main exit on the first floor is engulfed in fire and smoke, stay calm and find another way out, such as: Exit to the balcony and use means such as rope ladders if available. In case of emergency, you can use ropes or self-attached ropes made from objects such as curtains, bed sheets, pants, to escape safely downstairs.

However, before using the rope to escape, it is necessary to ensure that the rope is sturdy and tied to solid structures. It is possible to move to the balcony or through the window; move to the top floor or roof, escape through neighboring houses and buildings if possible. During the move, it is necessary to use a wet towel or shirt to cover the nose and mouth to limit the inhalation of smoke and toxic gases.

In all cases, when people discover a fire, they must quickly call the Fire Prevention, Fire Fighting and Rescue Police at 114 to promptly rescue and extinguish the fire.

For households living in tube houses, it is necessary to prepare enough fire extinguishers at home, especially should not make iron cages to block the entrances such as balconies and windows. In case the family expands the tiger cage, it is necessary to make an escape route or prepare equipment, tools and instruct family members (especially children and the elderly) on how to use them when necessary.
