Ho Chi Minh City: Cleaning land data – a fundamental step in building a digital government

Ho Chi Minh City is promoting the "Cleaning Land Data" campaign to build a unified and transparent database, creating a foundation for digital government to operate effectively and better serve people and businesses.

Accordingly, propaganda work focuses on mobilizing people to proactively coordinate with authorities in updating and completing land information according to the criteria of "correct - sufficient - clean - livable - unified - shared", ensuring synchronization and unity in the 2-level local government model.

According to Ho Chi Minh City Police, the completion of the land database brings many practical benefits to people and businesses such as cutting down administrative procedures, shortening the time to process applications for land use right certificates, and registering land changes. At the same time, people's land and housing information is updated accurately and transparently, contributing to protecting legitimate rights and assets in the digital environment.

After being cleaned, the data will be integrated into the VNeID electronic identification application and the land information miniApp, helping people easily look up, use and track the status of their records.

After one month of implementing the campaign "Cleaning up the national land database" from September 1, 2025, Ho Chi Minh City has achieved many positive results, especially in consolidating land data from 3 localities before the merger (Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau ), with more than 4.93 million records of information on land users and home owners synchronized.

However, the data cleaning process still faces many difficulties due to some information between land users and legal documents not being consistent. Therefore, strengthening propaganda and mobilizing people to proactively review and update information is identified as a key task at present.

On October 7, the People's Committee of Ho Chi Minh City issued a Decision to establish a Steering Committee and a Steering Committee Support Team to implement the campaign to enrich and clean up the land database.

The Steering Committee consists of 10 members with Vice Chairman of Ho Chi Minh City People's Committee Bui Minh Thanh as Head; Director of Department of Agriculture and Environment as Permanent Deputy Head; the remaining two Deputy Heads are Deputy Director of Department of Agriculture and Environment Nguyen and Deputy Director of Ho Chi Minh City Police.

The Steering Committee is responsible for directing, inspecting, and guiding the People's Committees of communes, wards, and special zones to deploy the land data cleaning campaign; at the same time, reviewing and restructuring administrative processes and procedures on land, reducing paper records, and effectively exploiting available data in the land database and the national population database to serve people and businesses.

Ensuring information safety and security is a top priority throughout the entire implementation process, with backup plans and timely incident handling mechanisms to ensure the integrity, security and efficiency of the digital land data system of Ho Chi Minh City.
