
Accordingly, the propaganda work focuses on mobilizing people to proactively cooperate with functional agencies in updating and completing land information according to the criteria of "accurate - complete - clean - livable - unified - shared use", ensuring synchronization and uniformity in the two-tiered local government model.
According to the Ho Chi Minh City Police, completing the land database brings many practical benefits to citizens and businesses, such as reducing administrative procedures and shortening the time for processing applications for land use right certificates and land registration changes. At the same time, land and housing information of citizens is updated accurately and transparently, contributing to protecting legitimate rights and assets in the digital environment.
The cleaned data will be integrated into the VNeID electronic identity application and the land information miniApp, making it easier for people to look up, use, and track the status of their records.
After one month of implementing the "Cleaning the National Land Database" campaign starting September 1, 2025, Ho Chi Minh City has achieved many positive results, especially in consolidating land data from the three pre-merger localities (Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau ), with over 4.93 million records of land users and homeowners synchronized.

However, the data cleaning process still faces many difficulties due to inconsistencies in information between land users and legal documents. Therefore, strengthening public awareness campaigns and encouraging people to proactively review and update information is identified as a key task at present.
On October 7th, the People's Committee of Ho Chi Minh City issued a Decision establishing the Steering Committee and the Working Group to assist the Steering Committee in implementing the campaign to enrich and clean up the land database.
The Steering Committee consists of 10 members, chaired by the Vice Chairman of the Ho Chi Minh City People's Committee, Bui Minh Thanh; the Director of the Department of Agriculture and Environment serves as the Standing Vice Chairman; and the other two Vice Chairmen are the Deputy Director of the Department of Agriculture and Environment, Nguyen, and the Deputy Director of the Ho Chi Minh City Police Department.
The Steering Committee is tasked with directing, inspecting, and guiding the People's Committees of communes, wards, and special zones in implementing the land data cleaning campaign; simultaneously reviewing and restructuring administrative procedures related to land, reducing paper documents, and effectively utilizing available data in the land database and the national population database to serve citizens and businesses.
Information security and safety are prioritized throughout the entire implementation process, with contingency plans and timely incident response mechanisms to ensure the integrity, confidentiality, and effectiveness of Ho Chi Minh City's digital land data system.
