The national science and technology program "Research, application and development of processing and preservation technologies for agricultural, forestry and aquatic products and mechanization in agriculture," approved by the Ministry of Science and Technology, is considered to have fundamentally contributed to solving this problem.
The program's content focuses on research into the application of advanced technologies and equipment in the preliminary processing, preservation, processing, and diversification of key products; environmentally friendly processing technologies for by-products; specialized technologies serving cultivation, farming, preservation, and processing associated with concentrated production areas; design and manufacture of machinery and production lines for certain crops and livestock with potential for industrial-scale development; and the refinement of technology and integration of technical solutions to form advanced production models along the value chain.

The program sets clear requirements regarding technological level and application effectiveness: 50% of the technology, machinery, equipment, and production lines created must have features equivalent to advanced products of the same type worldwide ; 50% of the tasks must have applied results, of which 20% must be commercially viable. At least 50% of the tasks must have accepted intellectual property protection applications, of which 20% must have patents or utility model certificates. The program also requires strong participation from businesses, with at least 50% of the tasks involving business partners and 20% of the tasks being led by businesses.
In the context of accelerating agricultural exports and increasingly stringent market standards, the program's objectives are all the more significant. Deep processing technology enhances product value; advanced preservation methods reduce losses and maintain quality; and synchronized mechanization increases productivity and reduces costs. In particular, the development of technology for processing agricultural, forestry, and fisheries by-products opens up new value sources, contributing to the promotion of a circular economy and efficient resource utilization, thereby reducing environmental pressure and improving production efficiency. This is a crucial opportunity to promote a circular economy in agriculture, reduce environmental pressure, and improve resource efficiency.
Furthermore, the program also aims to develop advanced production models, synchronizing the entire chain from cultivation, harvesting, preservation to processing and consumption, a prerequisite for improving the quality and value of agricultural products in the long term and achieving sustainable development.
