The poverty rate has decreased significantly.
According to the results of the implementation period 2021–2025, in the years 2021–2024, the poverty rate in the entire province decreased from 7.80% to 4.16%, an average decrease of 1.21% per year. In mountainous areas, the poverty rate decreased from 17.21% to 10.35%, an average decrease of 2.29% per year.
Notably, the poverty rate among ethnic minorities decreased from 38.58% (in 2021) to 24.92% (in 2024), an average reduction of 4.55% per year, exceeding the target set for this period. This result demonstrates that poverty reduction policies in disadvantaged areas, especially those supporting livelihoods and production development, have been focused and closely aligned with the actual needs of the people.

Providing support for livestock breeding is one of the effective policies that helps to rapidly reduce the poverty rate among mountainous and ethnic minority households in Nghe An province.
Building on the poverty reduction momentum of the 2021-2024 period, Nghe An continues to prioritize "substantive poverty reduction," avoiding a return to poverty, while giving priority to mountainous areas and remote regions – where production conditions and access to basic social services are still limited.
Prioritize essential infrastructure and livelihood models.
It is estimated that by the end of 2025, the poverty rate for the entire province will be 3.13%, an average decrease of 1.16% per year; in mountainous areas, it will be 8.66%, an average decrease of 2.15% per year – continuing to meet the planned targets. For ethnic minorities, the estimated poverty rate will be 23.01% by the end of 2025, an average decrease of 3.89% per year, meeting the set target.
By November 2025, the main goals and targets will be basically completed, including 100% of poor districts receiving investment support for the development of inter-regional socio -economic infrastructure, serving people's lives, production, trade, goods circulation, and providing basic social services. Resources will be focused on essential infrastructure such as roads, schools, medical facilities, electricity infrastructure, and irrigation works – fundamental "bottlenecks" for multidimensional poverty reduction.
Alongside infrastructure investment, Nghe An province focuses on promoting livelihoods and creating sustainable jobs. National target programs for the 2021-2025 period have supported the development and replication of approximately 15-20 poverty reduction models and projects linked to the development of production, business, services, tourism , entrepreneurship, and business startups. This has created livelihoods and increased income for poor households, near-poor households, newly-escaped-from-poverty households, and people in remote, disadvantaged areas, while also enhancing their resilience to climate change and epidemics.
Based on the results achieved, the requirement for the future is to continue improving livelihood models towards value chain linkages, increasing the sustainability of employment and income; while maintaining monitoring and evaluation mechanisms to ensure that support resources reach the right target groups and objectives, contributing to sustainable and inclusive poverty reduction and ensuring that no one is left behind.
