Mr. Vuong Quoc Nam, Vice Chairman of the People's Committee of Can Tho City, and Mr. Huynh Chi Nguyen, Vice Chairman of the People's Committee of Ca Mau Province, chaired the meeting. Representatives from departments and agencies of both localities attended the meeting.
Representing EVNNPT were Mr. Nguyen Ngoc Tan, Deputy General Director; Mr. Le Tuan Anh, Deputy Director of the Power Transmission Project Management Board (NPTPMB), and leaders of EVNNPT's specialized departments.
The 500 kV LNG Bac Lieu - Thot Not transmission line project is invested by EVNNPT, with NPTPMB assigned to manage and operate the project. This project involves the construction of a new 500 kV double-circuit transmission line, approximately 135.6 km long, starting from the 500 kV switchyard tower of the Bac Lieu LNG power plant and ending at the 500 kV tower of the Thot Not substation; the line passes through Ca Mau province and Can Tho city; and the construction and complete installation of equipment for two 500 kV bays at the existing 500 kV Thot Not substation.
The section of the route passing through Ca Mau province includes 7 communes: Vinh Hau commune, Hoa Binh commune, Vinh My commune, Chau Thoi commune, Vinh Thanh commune, Phuoc Long commune, and Ninh Quoi commune.
The section of the route passes through Can Tho city (12 communes/wards): Xa Phien commune, Vinh Thuan Dong commune, Vi Thuy commune, Vi Thanh 1 commune, Truong Long Tay commune, Truong Xuan commune, Thoi Lai commune, Dong Hiep commune, Thoi Hung commune, Trung Hung commune, Trung Nhut ward, Thuan Hung ward.
The project's progress is being completed in sync with the operational phase of the Bac Lieu LNG power plant.
To date, Ca Mau province and Can Tho city are accelerating the procedures for agreeing on the route. Specifically, on December 8, 2025, the People's Committee of Ca Mau province issued a document approving the route of the project section passing through Ca Mau province. On the Can Tho city side, relevant departments and localities are urgently reviewing the route to soon approve it.
At the meeting, EVNNPT Deputy General Director Nguyen Ngoc Tan stated that this project is of great importance in transmitting the power output of the Bac Lieu LNG power plant into the national power grid.
Along with other 500 kV lines in the region (Thot Not - Duc Hoa; Duc Hoa - Cau Bong; Duc Hoa - Phu Lam…), the project is tasked with transmitting and linking the 500 kV grid between regions within the system to ensure safe and stable electricity supply for the Southern region and surrounding areas.
At the same time, it contributes to ensuring the N-1 criterion, strengthening the stability of the power system, and improving the reliability and safety of electricity supply for the national power grid.
To ensure the efficient operation of Unit 1 of the Bac Lieu LNG Power Plant project, the joint efforts of the two localities are essential in agreeing on the route, approving the investment policy, and carrying out land compensation and clearance work so that the project can commence in Q2/2027 and be completed and put into operation in Q4/2028.

EVNNPT requests that Can Tho City and Ca Mau Province consider updating the 500 kV power line route into their local integrated planning; consider supplementing the land use plan and other related plans for the project; and consider receiving and promptly processing applications for investment approval and investor approval.
At the meeting, the Vice Chairmen of the People's Committees of Can Tho City and Ca Mau Province thanked EVNNPT for its attention and investment in power transmission projects in the area, contributing to relieving the capacity of power plants and ensuring electricity supply to serve the socio-economic development of the region.
They emphasized that this project is very important for Ca Mau, because if the power plant is built but there are no transmission lines to relieve the capacity, the plant will not be able to operate effectively. The leaders of the two localities highly appreciated and welcomed EVNNPT's proactive approach in urgently implementing procedures to ensure the progress is synchronized with the Bac Lieu LNG power plant.
Regarding EVNNPT's proposals and recommendations, the leaders of the two localities affirmed that they would direct relevant departments and localities to take decisive action to resolve the obstacles. For this project, a working group should be established between the two provinces and EVNNPT to promptly address any difficulties arising during the project's implementation.
The leaders of the two localities instructed the relevant departments, agencies, communes, and wards to coordinate closely with EVNNPT to develop an accurate route plan, avoiding adjustments during construction.
At the same time, EVNNPT is requested to closely coordinate with relevant departments, agencies, and localities of the province to implement the project synchronously and smoothly, striving to complete the Bac Lieu – Thot Not 500 kV LNG transmission line project on schedule and in sync with the Bac Lieu LNG power plant project.
