The awards were given to 14 outstanding works in the fields of literature and art , which have ideological value and a widespread impact on social life.

The Music major had 3 winning works, including: the song "Sending to Ca Mau " by the late composer Thanh Truc; the song "U Minh Battalion" by the late composer Le Luong; and the song "A Faith That Shines Forever" by author Vo Van Yen.
The Fine Arts major had 3 winning works, including: "Sketches of the Resistance War" by artist Nguyen Hiep; "The Mothers" by artist Ly Phuoc Nhu; and "U Minh Melaleuca Flowers" by artist Du Minh Chien.

The Film, Photography, and Theatre disciplines had 6 winning works, including: the documentary film "Tightening the Encirclement to Destroy the Enemy" by the Le Chau group; the documentary film "Hospital in the Mangrove Forest" by the Nguyen Thuy Lieu group; the photograph "Upgrading the Road Surface" by photographer Tran Nam Son; the photograph "Helping People Harvest Rice in Flooded Areas" by photographer Huynh Tan Truyen; the Cai Luong play "Pieces - Two Lives" by the Tran Gia Bao, Nguyen Van Man, and Nguyen Quoc Tin group; and the Vong Co song "Waiting Wharf" by the late Meritorious Artist Thanh Vu.
The Literature and Folk Arts disciplines each had two winning entries: the poetry collection "Last Leaves of the Season" by author Nguyen Thai Thuan; and the work "Worshiping Uncle Ho in Ca Mau" by the group of authors Nguyen Van Quynh and Le Mong Dai Trang.

Speaking at the awards ceremony, Vice Chairman of the Provincial People's Committee Ngo Vu Thang requested the Department of Culture, Sports and Tourism to take the lead in urgently reviewing, advising, and proposing specific mechanisms and policies to promptly encourage artists to invest in creating high-quality works of art and literature. At the same time, he urged them to focus on discovering, nurturing, and developing artistic and literary talents, especially the younger generation; and to promptly commend and honor artists who have made positive contributions to society.
The Provincial Union of Arts and Culture Associations is strengthening its innovative methods of operation; gathering and creating favorable conditions for artists and writers to create and contribute more to the development of arts and culture in the province, as well as the development of Ca Mau province.
Vice Chairman of the Provincial People's Committee Ngo Vu Thang requested that functional units create favorable conditions for artists to create and promptly commend and honor artists who have made positive contributions to society.
“I respectfully urge the artists and writers in the province to continuously engage in practical work and actively create to ‘give birth to powerful spiritual offspring,’ strong enough to fight on the cultural and ideological front, contributing to preserving and promoting the national cultural identity associated with the soul of the people of the southernmost region of the Fatherland: honest, gentle, chivalrous, generous, compassionate, but also very civilized and modern, in order to better meet the increasingly high demand for spiritual and cultural enjoyment of the people, so that culture and art truly become one of the great driving forces directly contributing to building the spiritual foundation of society and the comprehensive development of Vietnamese people,” emphasized Vice Chairman of the Provincial People's Committee Ngo Vu Thang.
The Phan Ngoc Hien Arts and Culture Award, held every five years, is a major provincial award honoring outstanding contributions to creative work and spreading the humanistic values of arts and culture from the southernmost region of Vietnam.
