
A national-scale project in Hanoi.
According to the Standing Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, the implementation of the Olympic Sports Urban Area construction project aims to create a comprehensive sports urban complex in the southern area of Hanoi, capable of hosting major continental and international sporting events such as the Asian Games (ASIAD) and the Olympic Games.
The investment policy for the project is in line with the directives of General Secretary To Lam at the Politburo 's working sessions with the Hanoi City Party Committee; and also adheres to the spirit of important Politburo resolutions, including: Resolution No. 59-NQ/TƯ dated January 24, 2025 on international integration; Resolution No. 68-NQ/TƯ dated May 4, 2025 on the development of the private economy; and Resolution No. 72-NQ/TƯ dated September 9, 2025 on some breakthrough solutions to strengthen the protection, care, and improvement of people's health.
Furthermore, the project is consistent with the decisions, resolutions, and conclusions of the Government; specifically Decision No. 1189/QD-TTg dated October 15, 2024; Resolution No. 153/NQ-CP dated May 31, 2025; and Notice No. 505/TB-VPCP dated September 22, 2025, demonstrating the close attention and guidance of the Central Government and the Government on the development orientation of national-scale projects in the Capital.
Based on that, the City Appraisal Council (established by Decision No. 6138/QD-UBND dated December 10, 2025, of the Chairman of the People's Committee of the city) organized an appraisal of the proposed investment project for the construction of the Olympic Sports Urban Area. The Council submitted an appraisal report to the Chairman of the People's Committee of the city for consideration of the investment policy for the project, which includes the initial sub-project of a parking lot for the sports complex in subdivision B, serving the groundbreaking ceremony scheduled for December 19, 2025.

The preliminary total investment for the project is approximately over 925,000 billion VND.
According to the Standing Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, the Olympic Sports Urban Area construction project is a comprehensive investment project aimed at building a modern, integrated sports urban area, creating conditions for Hanoi to have the capacity to host major continental and international sporting events.
The project focuses not only on large-scale sports facilities but also on the synchronized integration of social and technical infrastructure systems within the research area and neighboring projects, ensuring uniformity in architectural space organization, landscape, and technical infrastructure. Simultaneously, the project includes investment in the construction of housing and commercial facilities through sale, lease, lease-purchase, and other forms in accordance with legal regulations.
Regarding the project's location, it is situated within the administrative boundaries of 11 communes: Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai, and Dan Hoa in Hanoi City. The project covers an area of approximately 9,171 hectares and is expected to be divided into 4 sub-projects corresponding to the main zones.
Specifically, Zone A is a new urban development area associated with the TOD (Transit-Oriented Development) model; it also serves as a transportation hub connecting and supporting the Sports Complex - which houses an international-standard stadium in Zone B.
Zone B is oriented towards developing into a sports city and a service city connected to the Sports Complex, which includes the world-class Trong Dong Stadium. This zone already includes the initial independent sub-project of the sports complex parking lot, which served the groundbreaking ceremony.
Zones C and D will continue to develop according to the model of a sports city and a service city, connected to the Sports Complex and world-class stadiums, creating a comprehensive, modern complex with the potential for multi-functional exploitation.
The projected population for the entire project is approximately 751,000 people, according to the investor's supplementary documents. The preliminary total investment capital for the project is approximately VND 925,651 billion, making it one of the largest investment projects ever undertaken in the capital city.
Regarding the timeline, the sports complex and stadium are expected to be completed in the second quarter of 2030; the entire project is scheduled for completion in 2035.
The Standing Vice Chairman of the City People's Committee also stated that, in parallel with the overall project, the city plans to implement an initial independent sub-project: a parking lot for the sports complex in Subdivision B. This sub-project covers a total area of approximately 2.1 hectares, located in the communes of Thuong Tin, Tam Hung, Thuong Phuc, and Dan Hoa, with a preliminary total investment of approximately 72 billion VND.
The Olympic Sports City construction project is identified as a symbolic landmark of the capital city, with immense political, economic, social, and diplomatic significance. This is a very large-scale, important, and urgent investment project, receiving constant attention and guidance from the Central Government and the Government.
