
On December 13th, the Executive Committee of the Hanoi City Party Committee, 18th term, held its third meeting (a thematic meeting) to consider and give opinions on the investment policy for the construction project of the Olympic Sports Urban Area in Southern Hanoi and the investment project for the construction of the Red River Landscape Boulevard.

Speaking at the conference, Comrade Nguyen Duy Ngoc, Member of the Politburo and Secretary of the Hanoi Party Committee, emphasized that these two projects are of đặc biệt importance to the development of the Capital City, the Red River Delta region, and the entire country. The projects are expected to contribute to a GRDP growth rate of 11% or more in 2026 and throughout the 2026-2030 term; and simultaneously shape a new image of Hanoi in line with the orientation of "Culture - Identity - Creativity," aiming towards a green, smart, and globally connected city.
According to the plan, the two projects are scheduled to commence on December 19th and aim for completion and inauguration on the occasion of the 100th anniversary of the founding of the Party (February 3rd, 2030).

Regarding specific information about the projects, Mr. Duong Duc Tuan, Standing Vice Chairman of the Hanoi People's Committee, said that the Olympic Sports Urban Area Project is oriented towards building a modern, integrated urban-sports complex, meeting the conditions for Hanoi to host major regional and international sporting events. The project is expected to be implemented in 12 communes in southern Hanoi, with a total area of approximately 9,171 hectares, a preliminary total investment of about 925,651 billion VND, and an estimated population of about 751,000 people.
Meanwhile, the Red River Scenic Boulevard Construction Project aims to complete the transportation infrastructure along the Red River, creating a modern and sustainable urban and landscape space on both banks; contributing to improving the living environment, enhancing the quality of the central urban area, and creating new economic growth momentum for the capital city. The project covers approximately 11,000 hectares, stretching from Hong Ha Bridge to Me So Bridge, passing through 19 communes and wards, with a preliminary total investment of approximately 855,000 billion VND.
After discussions and hearing opinions from departments, agencies, and localities, the Executive Committee of the Hanoi City Party Committee unanimously approved a resolution on the investment policy for the two aforementioned projects.
Later that same day, the Hanoi City People's Council, 16th term, 2021-2026, held its 29th session (a specialized session).

At the session, the Hanoi City People's Council considered and approved the investment policies for two projects; and also issued important resolutions to concretize Resolution No. 258/2025/QH15 of the National Assembly, which stipulates the dossiers, conditions, procedures, and processes for implementing large and important projects in the capital city.
