At the dialogue, local leaders listened to people's opinions and reflections regarding the slow process of editing records, not yet being able to separate plots and issue new certificates, leading to many prolonged frustrations.

Before the merger, Binh Minh commune (old) was invested in urban construction, many roads were expanded, creating a new face for the commune. Nearly 600 households voluntarily donated thousands of square meters of land, houses and architectural works worth tens of billions of VND to expand the roads, contributing to changing the local appearance. However, after donating land, many households encountered difficulties in redoing land documents.
People requested that the locality promptly re-measure the current status of each route, and provide instructions on procedures for re-issuing red books according to regulations; at the same time, they suggested combining measurement and division of plots for cases where land has been divided for children to reduce time and procedures.
Leaders of Thang An commune and representatives of functional agencies explained the contents under their authority, and at the same time fully recorded the people's recommendations.
Secretary of the Thang An Commune Party Committee, Ngo Ngoc Hung, highly appreciated the people's spirit of voluntary land donation and affirmed the government's responsibility in promptly resolving difficulties for affected households.
Thang An Commune commits to deploying the process of reviewing, measuring, verifying the origin and records of each land plot from January 2026; striving to complete in 2026 for each route, ensuring publicity and transparency. Eligible dossiers will be proposed for re-issuance of certificates; in cases of ineligibility, a clear and definitive response will be given to avoid prolongation.
