Phuc Yen accelerates the "90-day and night campaign to clean up the land database"

The campaign “90 days to clean up the land database” is being implemented in all localities nationwide. In Phuc Yen ward, this campaign has gone more than half way. Although it is a large area, has a large population, and has a lot of work, with high determination, Phuc Yen has so far completed about 73% of the work volume.

Officials from the Economic and Infrastructure Department of Phuc Yen ward are entering data into the database to expedite the completion of the plan.

Phuc Yen Ward was established on the basis of 5 former wards with 54 residential groups, covering an area of ​​over 23 km² , with 14,142 households and approximately 93,000 inhabitants. Immediately after receiving the provincial directive on the implementation of the "90-Day Campaign to Enrich and Clean Up Land Use Facilities," the Ward People's Committee established a specialized task force, closely coordinating with residential groups to review, compile, and collect land use right certificates (LURCs) and citizen identification cards (CCCDs).

Simultaneously, direct communication with 100% of the local population is crucial to ensure they understand the objectives, significance, and responsibilities in providing and standardizing land information. This allows specialized departments to collect, scan, digitize, and input the information into forms. This not only helps people understand their rights and obligations in land management and use but also ensures that data collection is quick, accurate, and minimizes information omissions or inaccuracies.

Mr. Nguyen Huu Cuong, Head of Group 4, Hung Vuong Ward, said: “The households in our area comply with and cooperate with the authorities to implement this. To date, most households have submitted photocopies of their land use right certificates and citizen identification cards for us to collect and submit to the Department of Economy, Infrastructure and Urban Planning for data entry. This action by the Government is supported by the people, as it is an opportunity for people to ensure their legal rights regarding their land and houses. We only hope that information security will be strictly implemented so that people can feel secure in providing data.”

To ensure progress, Phuc Yen ward organized numerous working sessions and conferences for the ward's police force and neighborhood group leaders, while also intensifying propaganda and mobilization efforts to encourage residents to cooperate in providing necessary documents. The goal is to review and standardize all data according to the two-tiered government model, complete the digitization of land use certificates and information on land users not yet in the system, and then synchronize the data to the national land database, ensuring information security and confidentiality.

Residents of Zone 4 Hung Vuong submitted photocopies of their citizen identification cards and land use right certificates for data entry into the system.

Ms. Nguyen Thi Minh from Hung Vuong area shared: “When the task force shared information about the benefits of the campaign to protect people's rights, we felt secure in using our valuable land assets transparently and accurately. The digitized information will be linked to the population database, reducing administrative procedures later on. It's convenient for monitoring and retrieving our own information. After having the land database, with just one click on a phone or computer, we have reliable data, just like our Citizen Identification Card or driver's license. We are very excited and confident, and we are proactively encouraging our neighbors to submit their Land Use Right Certificates and Citizen Identification Cards to the neighborhood group leader.”

As a densely populated ward, the workload is heavy, manpower is insufficient, and the amount of data collected is quite large. With tight deadlines, the ward had to mobilize several IT teachers and Youth Union members to assist with data entry. To ensure progress, staff from the Department of Economy, Infrastructure and Urban Development – ​​the data update unit – finished their workday at 8 PM, with no days off on Saturdays and Sundays, to ensure accurate and complete information updates as required.

Comrade Pham Thi Tran Quynh - Deputy Head of the Economic, Infrastructure and Urban Planning Department of the ward shared: “In implementing the campaign to enrich and clean up land data, we coordinated with the Phuc Yen branch of the Land Registration Office and the ward police to collect cases of land use right certificates issued in residential areas to perform digital scanning and data entry - ensuring the data is "accurate - complete - clean - and relevant". All staff members of the agency consider this a crucial political task, likened to a historical comprehensive inventory of the land management sector, aiming to standardize, synchronize and digitize land data, striving to complete the campaign on time. During the collection process, some households were uncooperative, and there were cases of mortgages to banks, loss of land use right certificates and citizen identification cards, causing difficulties in the implementation process.”

As of October 30th, Phuc Yen ward had collected and cleaned data for 10,412 out of 14,142 households, achieving 73.6%. With high determination, a systematic and scientific approach, and the synchronized involvement of the entire political system, Phuc Yen ward is gradually realizing the goal of building a unified digital data platform that is "accurate - complete - clean - and relevant," effectively serving state management and socio-economic development in the national digital transformation process.
