The National Assembly passed the amended Construction Law.

On the afternoon of December 10th, under the chairmanship of National Assembly Chairman Tran Thanh Man and the direction of National Assembly Vice Chairman Le Minh Hoan, the National Assembly voted to pass the amended Construction Law with 437 out of 439 attending National Assembly deputies voting in favor, achieving 99.54%.

To institutionalize the Party and Government's resolutions on reducing and simplifying procedures, shortening the time for investment and construction preparation, and promoting socio-economic development, the Law has simplified the procedure for appraising feasibility study reports, eliminated the procedure for appraising and implementing construction designs after the project is approved, ensuring the principle that "From the project preparation phase to the commencement of construction, each project/work will only undergo one procedure."
Accordingly, the content regarding fire prevention and fighting during the construction design phase, following the basic design phase, is also delegated to the investor for control.

The law has designed mechanisms for prevention, post-inspection, and enhanced enforcement capacity at the grassroots level, such as: managing construction order throughout the entire process from commencement notification to acceptance, requiring competent authorities to promptly stop construction and handle violations upon detection; stipulating the obligation to notify commencement of construction for early inspection, not waiting until the project is completed; establishing a national information system and database connecting land and planning; supporting warning and monitoring; clearly defining responsibilities, inspection, and handling of violations by People's Committees at all levels, ensuring resources and inter-agency coordination.

The law will come into effect on July 1, 2026.
