
On the afternoon of December 9th, the Chairman of the People's Committee of Quang Tri province, Le Hong Vinh, submitted a report to the Prime Minister on the situation and proposed urgent and appropriate solutions for addressing landslides caused by natural disasters in residential area 3A, Khe Sanh commune, Quang Tri province.
Due to the impact of floods in Central Vietnam, on November 16-17, exceptionally heavy rainfall caused serious landslides behind the houses of residents and businesses along Hung Vuong Street, in Hamlet 3A, Khe Sanh Commune.

The landslide area contains many solidly built houses with reinforced concrete foundations, frames, beams, and roofs. Measurements show that the landslide extends for approximately 170m, with the embankment collapsing to a depth of 15m and a width of 30m, affecting an area of about 5,000m².
In particular, the eroded soil penetrated nearly 1 meter into the foundations of the houses, causing severe damage to 2 houses and partially affecting 10 others.

Immediately after the incident occurred, all 12 households in the affected area were proactively evacuated by the Party committees and local authorities of Khe Sanh commune to safe locations at the two former offices of the Labor Union and the Department of Justice (formerly Huong Hoa district), which were left vacant after the merger.
Quang Tri province promptly organized working groups led by the Chairman and Vice-Chairmen of the Provincial People's Committee to directly go to the scene to direct the response, visit, share, and provide timely support of 5 million VND/household to 2 severely affected households and 2 million VND/household to the remaining 10 households. Immediately after assuming his duties, Chairman of the Quang Tri Provincial People's Committee Le Hong Vinh visited and inspected the situation, understanding the aspirations of 12 households affected by the natural disaster in order to find appropriate solutions.
On November 25th, the People's Committee of Quang Tri province declared a state of emergency due to natural disasters in the landslide-affected area; simultaneously, it directed the development of response plans and the preparation for the deployment of emergency projects.
Due to the high value of the property and its central location in Khe Sanh Commune, which is convenient for daily life, transportation, and production and business activities that generate the main source of income, along with the cultural traditions associated with the village, although the provincial leadership has directed resettlement to a new, safe location, all 12 households wish to repair their old houses.

Experts believe that, to ensure safety, the area must be reinforced with reinforced concrete embankments to prevent further landslides. The option of relocating to a new resettlement area is considered costly and time-consuming, especially in terms of land acquisition; it does not align with the legitimate wishes of the people.
Therefore, the report from the People's Committee of Quang Tri province to the Prime Minister on the afternoon of December 9th emphasized the urgent nature of the incident and requested the Government to consider approving support for the implementation of reinforcement work to ensure long-term safety for the people and critical infrastructure.
Currently, Quang Tri province has temporarily allocated 10 billion VND from its contingency fund to survey, develop plans, and invest in long-term landslide prevention projects.

However, this is only a temporary solution. To address the issue thoroughly, the province requests the Prime Minister to consider providing financial support and allowing the application of a special mechanism to implement the project urgently.
Quang Tri province is committed to completing the repair of houses for affected households before the Lunar New Year 2026, while continuing to support the stabilization of their lives throughout the recovery process.
According to Thai Thi Nga, Chairwoman of the People's Committee of Khe Sanh commune, the 12 households mentioned above wish to receive assistance in repairing their houses and do not want to relocate elsewhere. They hope the province will come up with a sustainable and appropriate plan.

“Through numerous consultations to understand the concerns and aspirations of the households, they wish to return to their homes and businesses after the province completes the landslide prevention measures, and have no need to relocate or be resettled. Furthermore, after reviewing the situation, there is currently no suitable land available in the area to resettle these households,” said Ms. Thai Thi Nga.
The People's Committee of Khe Sanh commune requests the Provincial People's Committee and relevant authorities to consider and promptly implement a plan to construct an embankment to prevent landslides and erosion. This project is of urgent importance, directly protecting the lives and property of local residents; safeguarding transportation, electricity, water, and telecommunications infrastructure; and, most importantly, ensuring security and order and building trust among the people.
