
The 15th National Assembly's term took place in a special context with many changes in the global and domestic situation: the Covid-19 pandemic severely impacted all aspects of life, economy, and society; strategic competition and geopolitical conflicts became more complex; climate change, energy transition, digital transformation, and the Fourth Industrial Revolution were all taking place vigorously, posing urgent demands for the development of policies and laws for sustainable development.
Summarizing some of the outstanding achievements of the Committee on Science, Technology and Environment, Comrade Nguyen Thanh Hai, Member of the Central Committee of the Party and Chairman of the Committee on Science, Technology and Environment, emphasized: "During the past term, the Committee has completed a huge amount of work with many outstanding achievements."

In the field of lawmaking, the Committee successfully advised the National Assembly to issue Resolution No. 193/2025/QH15 on piloting a number of mechanisms and policies to remove obstacles in national science, technology, innovation and digital transformation activities.
This Resolution strongly institutionalizes the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. It is groundbreaking, reflecting the strategic vision of the Party and State in creating a transparent legal framework, unlocking all resources for science, technology, and innovation, promoting strong digital transformation, and leading Vietnam into a new era of national progress.

Furthermore, the Committee also advised the National Assembly to successfully enact the Law on Science, Technology and Innovation. This is a particularly important law, built on a foundation of new thinking, expanding its scope to include the field of innovation. The law has reformed the management methods of science and technology activities, piloting mechanisms for controlling new technologies, processes, solutions, products, services, and business models. The Law on Science, Technology and Innovation is a solid foundation for creating a dynamic and effective national innovation ecosystem, directly contributing to economic growth and improving the quality of life for the people.
The Committee also chaired the review and revision of 26 draft laws and resolutions, and participated in the coordinated review of 210 draft laws, submissions, and reports of the Government, which were voted on by the National Assembly with a high percentage, making an important contribution to perfecting the legal system and promoting socio-economic development.
Notably, in implementing the tasks assigned by the National Assembly Party Committee/National Assembly Party Standing Committee, the Committee advised on the development of Plan No. 39-KH/ĐUQH, dated July 7, 2025, on the implementation of the "Digital Literacy Movement - Digital National Assembly".

Regarding oversight work, the Chairman of the Committee on Science, Technology and Environment stated that the Committee had chaired and advised on two thematic oversight sessions of the National Assembly Standing Committee and the National Assembly, proactively organized 14 in-depth thematic oversight sessions on resources, environment, digital transformation, science and technology; and monitored the implementation of the National Assembly's Resolution on five nationally important projects.
Regarding decisions on important national issues, the Committee has chaired the review and advised the National Assembly on many issues of great significance, such as the first-ever issuance of the National Marine Spatial Planning for the period 2021-2030, with a vision to 2025; the issuance of a National Assembly Resolution on some special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project; and participation in the review of many important national issues at the National Assembly sessions and the sessions of the National Assembly Standing Committee...

Delivering a keynote address at the conference, Vice Chairman of the National Assembly Le Minh Hoan acknowledged, highly appreciated, and commended the Committee on Science, Technology and Environment for its achievements during the 15th National Assembly term.
The Vice Chairman of the National Assembly was impressed by the Committee's quiet work in understanding real-life situations to advise on policies; changing mindsets in legislative work; digital transformation and innovating working methods towards a more scientific, responsible, objective, and empathetic approach to the concerns of the people.


The Vice Chairman of the National Assembly expressed his hope that, in the next term, the Committee on Science, Technology and Environment will inherit and build upon the achievements already made; continue to sow the "seeds" of knowledge and integrity into every draft law, draft resolution, every oversight activity, and every important issue of the country; open up new paths in the fields of science, technology, innovation, digital transformation, green economy, and circular economy within the scope of the Committee's functions and tasks; maintain the flame of perseverance and humanism in every policy, spread optimism, and continue to be a reliable support for the National Assembly and the Standing Committee of the National Assembly in every decision made and every law and resolution promulgated.

At the conference, Vice Chairman of the National Assembly Le Minh Hoan presented Certificates of Commendation from the Standing Committee of the National Assembly to five individuals, including National Assembly deputies Nguyen Thi Le Thuy, Nguyen Quang Huan, Nguyen Thi Lan, Nguyen Chu Hoi, and Nguyen Nhu So, for their outstanding achievements in the activities of the Committee on Science, Technology and Environment during the 15th National Assembly term.
