Ensuring compliance with aviation safety and security regulations and standards.
The amended Vietnamese Civil Aviation Law comprises 11 chapters and 107 articles, regulating civil aviation activities, including provisions on aircraft, airports, aviation personnel, flight operations, commercial air transport, specialized aviation, general aviation, aviation safety, aviation security, civil liability, and other activities related to civil aviation.

The operating principles of civil aviation are: respecting the independence, sovereignty , unity, and territorial integrity of the Socialist Republic of Vietnam; ensuring national defense and security; and effectively exploiting the potential of civil aviation to serve the socio-economic development of the country.
Ensuring safety, order, and efficiency in managing air traffic operations within Vietnam's territory and the flight information region under Vietnam's management; ensuring compliance with regulations and standards on aviation safety and security; and coordinating closely and synchronously in the state management of civil aviation.
In line with the orientation and strategy for transportation development; the synchronized development of airports, flight operations, transportation means, and other resources; environmental protection; and climate change adaptation for sustainable development.

Ensuring the State's role in managing and regulating the market in the field of civil aviation; ensuring suitable conditions for people with disabilities, the elderly, children, pregnant women, and those who have rendered meritorious services to the revolution to use air transport services.
Expand international exchanges and cooperation in the field of civil aviation; prepare plans, forces, means, and necessary conditions to promptly respond to illegal interference in civil aviation operations.
The unauthorized use of unmanned aerial vehicles (drones) is prohibited at airports and surrounding areas.
Prohibited actions in civil aviation include bringing equipment, items, or other objects into the air that affect flight safety.
Intentionally damaging signal systems, equipment, radio stations, and other equipment at the airport, or systems and equipment serving flight operations located outside the airport, or operating ground vehicles that do not meet technical requirements at the airport.

Unauthorized modification, replacement, installation, or removal of equipment, or unauthorized switching off or alteration of settings in communication equipment that interferes with aviation operations.
Construction of structures and installation of other equipment that affect flight safety and the operation of equipment at the airport; activities that generate excessive smoke, dust, fire, and emissions within the airport area and surrounding areas that affect airport operational safety.
Installing or using lights, signs, signals, or objects within or near an airport that interfere with aircraft takeoffs and landings at the airport or with the airport's identification.
Raising or releasing animals within airport areas; bringing hazardous materials into aircraft, airports, and restricted areas in violation of regulations.
Destroying, damaging, distorting, or moving markers, barriers, signal devices, or protective structures at the airport; damaging airport identification signs or equipment.

Threatening or jeopardizing flight safety, endangering the lives, health, and property of others on board the aircraft; damaging the aircraft, aircraft engines, aircraft propellers, and aircraft equipment.
Unauthorized disclosure of passenger information or information on air transport services; buying, selling, giving, or receiving air transport rights; using trademarks, including trade names and logos that cause confusion with other airlines.
Falsifying records, forging, or intentionally distorting maintenance and operation records of aircraft and aviation personnel training; aviation personnel performing duties while under the influence of alcohol or prohibited stimulants as prescribed by law and competent authorities.
Unauthorized use of unmanned aerial vehicles (UAVs) at airports and airport areas; intentionally concealing or failing to report aircraft incidents or accidents, falsifying information, damaging or destroying inspection equipment and other evidence related to aircraft incidents or accidents.
The law will come into effect on July 1, 2026.
