On the morning of December 10th, the Cao Bang Provincial People's Council, 17th term (2021-2026), opened its 38th session. Overcoming difficulties, the province is expected to achieve a relatively high growth rate of approximately 8% in 2025.

Speaking at the session, Comrade Be Thanh Tinh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Cao Bang Provincial People's Council, emphasized that in 2025, overcoming difficulties, Cao Bang province achieved many positive results in implementing its goals and tasks.

Budget revenue reached 4,043 billion VND, exceeding the plan by 93%. The tourism sector welcomed 2.5 million visitors, an increase of over 38% compared to the same period in 2024; total revenue from tourism reached over 2,500 billion VND... The two-tiered local government apparatus has become stable, close to the people, and effective.

However, there are still some issues that need to be addressed, such as slow disbursement of public investment funds, failing to meet set targets; and the fight against trade fraud needs to be more decisive.

The specialized sectors have not yet coordinated closely in addressing some issues arising in practice; the implementation of the two-tiered local government system still faces certain difficulties in arranging offices and workplaces for commune-level officials, and there is some initial confusion.

This is a reality that all levels, sectors, and localities need to continue to pay attention to, address, and resolve, creating favorable conditions for socio-economic development and ensuring national defense and security in the locality.

According to a report by the People's Committee of Cao Bang province, this year the locality is estimated to achieve a growth rate of approximately 8%; the size of the economy is nearly 28 trillion VND; and there are 174 OCOP products...

Speaking at the session, Comrade Phan Thăng An, Secretary of the Cao Bằng Provincial Party Committee, suggested that all levels, sectors, and localities should concretize the action program to implement the Resolution of the 20th Provincial Party Congress into a comprehensive work program for the entire term.

Adhering closely to the targets and objectives of the Congress Resolution, the province's key programs and breakthrough plans for the 2025-2030 term, appropriate and consistent mechanisms and policies will be considered and promulgated to bring practical results, aiming for double-digit growth (GRDP 10%) starting from 2026.

All levels and sectors will continue to proactively coordinate, review, direct, and guide the commune-level government apparatus in implementing tasks, ensuring uniformity, smooth operation, and effectiveness in accordance with their assigned functions and powers.
