On Wednesday, December 10, 2025, the 39th working day of the 10th session of the 15th National Assembly took place at the National Assembly building in Hanoi, under the chairmanship of National Assembly Chairman Tran Thanh Man.

MORNING

The National Assembly held a plenary session in the Assembly Hall to address the following matters:

Content 1: Under the chairmanship of Deputy Speaker of the National Assembly Nguyen Duc Hai, the National Assembly heard Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present three reports explaining, accepting, and revising the draft Law on Tax Administration (amended); the Law on Personal Income Tax (amended); and the Law on Saving and Combating Waste. Following this, the National Assembly voted to approve the aforementioned Laws electronically, with the following results:

- Regarding the Law on Tax Administration (amended) : 448 delegates participated in the vote (94.71% of the total number of National Assembly delegates); of which, 437 delegates voted in favor (92.39% of the total number of National Assembly delegates), 3 delegates voted against (0.63% of the total number of National Assembly delegates), and 8 delegates abstained from voting (1.69% of the total number of National Assembly delegates).

- Regarding the Law on Personal Income Tax (amended) : 443 delegates participated in the vote (93.66% of the total number of National Assembly delegates); of which, 438 delegates voted in favor (92.60% of the total number of National Assembly delegates), 3 delegates voted against (0.63% of the total number of National Assembly delegates), and 2 delegates abstained from voting (0.42% of the total number of National Assembly delegates).

- Regarding the Law on Saving and Combating Waste : 440 delegates participated in the vote (93.02% of the total number of National Assembly delegates); of which, 433 delegates voted in favor (91.54% of the total number of National Assembly delegates), 6 delegates voted against (1.27% of the total number of National Assembly delegates), and 1 delegate abstained from voting (0.21% of the total number of National Assembly delegates).

Content 2: Under the chairmanship of Deputy Speaker of the National Assembly Vu Hong Thanh, the National Assembly proceeded with the following matters:

1. The National Assembly heard Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present the Report explaining, accepting, and revising the draft Law on Planning (amended). Following this, the National Assembly voted to approve the Law on Planning (amended) via electronic voting, with the following results: 445 delegates participated in the vote (94.08% of the total number of National Assembly delegates); of which, 428 delegates voted in favor (90.49% of the total number of National Assembly delegates), 5 delegates voted against (1.06% of the total number of National Assembly delegates), and 12 delegates abstained (2.54% of the total number of National Assembly delegates).

2. The National Assembly heard the Governor of the State Bank of Vietnam , Nguyen Thi Hong, authorized by the Prime Minister, present the Report explaining, accepting, and revising the draft Law on Deposit Insurance (amended). Following this, the National Assembly voted to approve the Law on Deposit Insurance (amended) electronically, with the following results: 449 delegates participated in the vote (94.93% of the total number of National Assembly delegates); of which, 448 delegates voted in favor (94.71% of the total number of National Assembly delegates), and 1 delegate abstained (0.21% of the total number of National Assembly delegates).

Content 3: Under the chairmanship of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly heard Minister of Health Dao Hong Lan, authorized by the Prime Minister, present two reports explaining, accepting, and revising the draft Law on Population; and the Law on Disease Prevention. Following this, the National Assembly voted to pass the aforementioned Laws electronically, with the following results:

- Regarding the Population Law : 450 delegates participated in the vote (95.14% of the total number of National Assembly delegates); of which, 448 delegates voted in favor (94.71% of the total number of National Assembly delegates), and 2 delegates abstained from voting (0.42% of the total number of National Assembly delegates).

- Regarding the Law on Disease Prevention : 443 delegates participated in the vote (93.66% of the total number of National Assembly delegates); of which, 440 delegates voted in favor (93.02% of the total number of National Assembly delegates), 2 delegates voted against (0.42% of the total number of National Assembly delegates), and 1 delegate abstained from voting (0.21% of the total number of National Assembly delegates).

Content 4 : Under the chairmanship of Deputy Speaker of the National Assembly Le Minh Hoan, the National Assembly proceeded with the following matters:

1. The National Assembly heard the report presented by Standing Committee member Le Quang Manh on the explanation, acceptance, and revision of the draft Resolution on the results of the thematic supervision of "The implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect". Following this, the National Assembly voted to approve the Resolution electronically, with the following results: 444 delegates participated in the vote (93.87% of the total number of National Assembly delegates); of which, 442 delegates voted in favor (93.45% of the total number of National Assembly delegates), and 2 delegates abstained (0.42% of the total number of National Assembly delegates).

2. The National Assembly heard Minister of Science and Technology Nguyen Manh Hung, authorized by the Prime Minister , present the Report explaining, accepting, and revising the draft Law amending and supplementing a number of articles of the Law on Technology Transfer. Following this, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Technology Transfer through electronic voting, with the following results: 427 delegates participated in the vote (90.27% of the total number of National Assembly delegates); of which, 421 delegates voted in favor (89.01% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 5 delegates abstained from voting (1.06% of the total number of National Assembly delegates).

Content 5 : Under the chairmanship of Deputy Speaker of the National Assembly Tran Quang Phuong, the National Assembly proceeded with the following matters:

1. The National Assembly heard Minister of Public Security Luong Tam Quang, authorized by the Prime Minister, present five reports explaining, accepting, and revising the draft Law on Cybersecurity; the Law on Protection of State Secrets (amended); the Law amending and supplementing a number of articles of 10 laws related to security and order; the Law amending and supplementing a number of articles of the Law on National Defense, Security and Industrial Mobilization; and the Law on Drug Prevention and Control (amended). Following this, the National Assembly voted to approve the aforementioned laws electronically, with the following results:

- Regarding the Law on Cybersecurity : 443 delegates participated in the vote (93.66% of the total number of National Assembly delegates); of which, 434 delegates voted in favor (91.75% of the total number of National Assembly delegates), 2 delegates voted against (0.42% of the total number of National Assembly delegates), and 7 delegates abstained from voting (1.48% of the total number of National Assembly delegates).

But Regarding the Law on Protection of State Secrets (amended) : 436 delegates participated in the vote (92.18% of the total number of National Assembly delegates); of which, 434 delegates voted in favor (91.75% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 1 delegate abstained from voting (0.21% of the total number of National Assembly delegates).

- Regarding the Law amending and supplementing a number of articles of 10 laws related to security and order : 433 delegates participated in the vote (91.54% of the total number of National Assembly delegates); of which, 425 delegates voted in favor (89.85% of the total number of National Assembly delegates), and 8 delegates abstained from voting (1.69% of the total number of National Assembly delegates).

- For Regarding the Law amending and supplementing a number of articles of the Law on National Defense, Security and Industrial Mobilization : 436 delegates participated in the vote (92.18% of the total number of National Assembly delegates); of which, 434 delegates voted in favor (91.75% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 1 delegate abstained from voting (0.21% of the total number of National Assembly delegates).

- For Law on Drug Prevention and Control (amended) : 444 delegates participated in the vote (93.87% of the total number of National Assembly delegates); of which, 440 delegates voted in favor (93.02% of the total number of National Assembly delegates), and 4 delegates abstained from voting (0.85% of the total number of National Assembly delegates).

2. The National Assembly heard the report presented by Standing Committee member Duong Thanh Binh on the explanation, acceptance, and revision of the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended). Following this , the National Assembly voted to approve the Law on Supervisory Activities of the National Assembly and People's Councils (amended) through electronic voting, with the following results: 447 delegates participated in the vote (94.50% of the total number of National Assembly delegates); of which, 446 delegates voted in favor (94.29% of the total number of National Assembly delegates), and 1 delegate abstained (0.21% of the total number of National Assembly delegates).

Content 6: Under the chairmanship of Vice Chairman of the National Assembly Vu Hong Thanh, The National Assembly heard Minister of Industry and Trade Nguyen Hong Dien, authorized by the Prime Minister, present the report explaining, accepting, and revising the draft Law on E-commerce. Following this, the National Assembly voted to pass the Law on E-commerce via electronic voting, with the following results: 446 delegates participated in the vote (94.29% of the total number of National Assembly delegates); of which, 444 delegates voted in favor (93.87% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 1 delegate abstained (0.21% of the total number of National Assembly delegates).

Content 7: Under the chairmanship of Vice Chairperson of the National Assembly Nguyen Thi Thanh, the National Assembly proceeded with the following matters:

1. The National Assembly heard Minister of Education and Training Nguyen Kim Son, authorized by the Prime Minister, present five reports explaining, accepting, and revising the draft Law amending and supplementing a number of articles of the Law on Education; the Law on Vocational Education (amended); the Law on Higher Education (amended); the National Assembly Resolution on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development; and the Resolution on the investment policy for the National Target Program on modernization and improvement of the quality of education and training in the period 2026 - 2035. Following this, the National Assembly voted to approve the aforementioned Laws electronically, with the following results:

- Regarding the Law amending and supplementing a number of articles of the Law on Education : 445 delegates participated in the vote (94.08% of the total number of National Assembly delegates); of which, 437 delegates voted in favor (92.39% of the total number of National Assembly delegates), 4 delegates voted against (0.85% of the total number of National Assembly delegates), and 4 delegates abstained from voting (0.85% of the total number of National Assembly delegates).

- For The Law on Vocational Education (amended) : 439 delegates participated in the vote (92.81% of the total number of National Assembly delegates); of which, 433 delegates voted in favor (91.54% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 5 delegates abstained from voting (1.06% of the total number of National Assembly delegates).

- Regarding the Law on Higher Education (amended) : 440 delegates participated in the vote (93.02% of the total number of National Assembly delegates); of which, 411 delegates voted in favor (86.89% of the total number of National Assembly delegates), 17 delegates voted against (3.59% of the total number of National Assembly delegates), and 12 delegates abstained from voting (2.54% of the total number of National Assembly delegates).

- Regarding the National Assembly's Resolution on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development : 431 delegates participated in the vote (91.12% of the total number of National Assembly delegates); of which, 419 delegates voted in favor (88.58% of the total number of National Assembly delegates), 4 delegates voted against (0.85% of the total number of National Assembly delegates), and 8 delegates abstained from voting (1.69% of the total number of National Assembly delegates).

- Regarding the Resolution on the investment policy for the National Target Program on modernization and improvement of the quality of education and training in the period up to 2026 - 2035 : 445 delegates participated in the vote (94.08% of the total number of National Assembly delegates); of which, 429 delegates voted in favor (90.70% of the total number of National Assembly delegates), 5 delegates voted against (1.06% of the total number of National Assembly delegates), and 11 delegates abstained from voting (2.33% of the total number of National Assembly delegates).

2. The National Assembly heard the report presented by Standing Committee member Nguyen Dac Vinh on the explanation, acceptance, and revision of the draft Law on the Press (amended). Following this, the National Assembly voted to approve the Law on the Press (amended) electronically, with the following results: 440 delegates participated in the vote (93.02% of the total number of National Assembly delegates); of which, 437 delegates voted in favor (92.39% of the total number of National Assembly delegates), and 3 delegates abstained (0.63% of the total number of National Assembly delegates).

Content 1 : Under the chairmanship of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the Assembly Hall to conduct the following activities:

1. The National Assembly heard the report presented by Standing Committee member Hoang Thanh Tung on the explanation, acceptance, and revision of the two draft laws: the Law on Execution of Criminal Sentences (amended); and the Law on Execution of Temporary Detention, Custody, and Prohibition from Leaving the Place of Residence. Following this, the National Assembly voted to approve the aforementioned laws electronically, with the following results:

- Regarding the Law on Execution of Criminal Sentences (amended) : 438 delegates participated in the vote (92.60% of the total number of National Assembly delegates); of which, 437 delegates voted in favor (92.39% of the total number of National Assembly delegates), and 1 delegate voted against (0.21% of the total number of National Assembly delegates).

- Regarding the Law on the Enforcement of Temporary Detention, Custody, and Prohibition from Leaving the Place of Residence : 430 delegates participated in the vote (90.91% of the total number of National Assembly delegates); of which, 426 delegates voted in favor (90.06% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 3 delegates abstained from voting (0.63% of the total number of National Assembly delegates).

2. The National Assembly heard Minister of Home Affairs Do Thanh Binh, authorized by the Prime Minister , present the Report explaining, accepting, and revising the draft Law on Public Employees (amended). Following this, the National Assembly voted to approve the Law on Public Employees (amended) electronically, with the following results: 442 delegates participated in the vote (93.45% of the total number of National Assembly delegates); of which, 437 delegates voted in favor (92.39% of the total number of National Assembly delegates), and 5 delegates abstained (1.06% of the total number of National Assembly delegates).

3. The National Assembly heard Minister of Construction Tran Hong Minh, authorized by the Prime Minister, present the Report explaining, accepting, and revising the draft Law on Civil Aviation of Vietnam (amended). Following this , the National Assembly voted to approve the Law on Civil Aviation of Vietnam (amended) by electronic voting, with the following results: 447 delegates participated in the vote (94.50% of the total number of National Assembly delegates); of which, 441 delegates voted in favor (93.23% of the total number of National Assembly delegates), 2 delegates voted against (0.42% of the total number of National Assembly delegates), and 4 delegates abstained (0.85% of the total number of National Assembly delegates).

4. The National Assembly heard Minister of Science and Technology Nguyen Manh Hung, authorized by the Prime Minister , present the Report explaining, accepting, and revising the draft Law amending and supplementing a number of articles of the Law on Intellectual Property. Following this, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Intellectual Property through electronic voting, with the following results: 438 delegates participated in the vote (92.60% of the total number of National Assembly delegates); of which, 432 delegates voted in favor (91.33% of the total number of National Assembly delegates), 2 delegates voted against (0.42% of the total number of National Assembly delegates), and 4 delegates abstained (0.85% of the total number of National Assembly delegates).

5. The National Assembly heard the Inspector General of the Government, Doan Hong Phong, authorized by the Prime Minister, present the Report explaining, accepting, and revising the draft Law amending and supplementing a number of articles of the Law on Prevention and Combat of Corruption. Following this, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Prevention and Combat of Corruption through electronic voting, with the following results: 444 delegates participated in the vote (93.87% of the total number of National Assembly delegates); of which, 442 delegates voted in favor (93.45% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 1 delegate abstained (0.21% of the total number of National Assembly delegates).

- Regarding the Law on Artificial Intelligence : 434 delegates participated in the vote (91.75% of the total number of National Assembly delegates); of which, 429 delegates voted in favor (90.70% of the total number of National Assembly delegates), 2 delegates voted against (0.42% of the total number of National Assembly delegates), and 3 delegates abstained from voting (0.63% of the total number of National Assembly delegates).

2. The National Assembly heard the Inspector General of the Government, Doan Hong Phong, authorized by the Prime Minister , present the Report explaining, accepting, and revising the draft Law amending and supplementing a number of articles of the Law on Receiving Citizens' Petitions, the Law on Complaints, and the Law on Denunciations. Following this, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Receiving Citizens' Petitions, the Law on Complaints, and the Law on Denunciations through electronic voting. The results were as follows: 444 delegates participated in the vote (93.87% of the total number of National Assembly delegates); of which, 439 delegates voted in favor (92.81% of the total number of National Assembly delegates), and 5 delegates abstained (1.06% of the total number of National Assembly delegates).

2. The National Assembly heard Minister of Foreign Affairs Le Hoai Trung, authorized by the Prime Minister, present two reports explaining, accepting, and revising the Law amending and supplementing a number of articles of the Law on International Treaties; and the National Assembly Resolution on some specific mechanisms and policies to enhance the effectiveness of international integration. Following this, the National Assembly voted to approve the aforementioned Laws and Resolutions electronically, with the following results:

- Regarding the Law amending and supplementing a number of articles of the Law on International Treaties : 448 delegates participated in the vote (94.71% of the total number of National Assembly delegates); of which, 445 delegates voted in favor (94.08% of the total number of National Assembly delegates), and 3 delegates abstained from voting (0.63% of the total number of National Assembly delegates).

- Regarding the National Assembly's Resolution on some specific mechanisms and policies aimed at improving High effectiveness in international integration work : 438 delegates participated in the vote (92.60% of the total number of National Assembly delegates); of which, 433 delegates voted in favor (91.54% of the total number of National Assembly delegates), 2 delegates voted against (0.42% of the total number of National Assembly delegates), and 3 delegates abstained from voting (0.63% of the total number of National Assembly delegates).

Content 4: Under the chairmanship of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly heard Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present three reports explaining, accepting, and revising the draft Resolution on adjusting the National Master Plan for the period 2021-2030, with a vision to 2050; the Law amending and supplementing a number of articles of the Law on Statistics; and the Law amending and supplementing a number of articles of the Law on Insurance Business. Following this, the National Assembly voted to approve the aforementioned Laws electronically, with the following results:

- Regarding the Resolution on adjusting the National Master Plan for the period 2021-2030, with a vision to 2050: 443 delegates participated in the vote (93.66% of the total number of National Assembly delegates); of which, 443 delegates voted in favor (93.66% of the total number of National Assembly delegates).

- Regarding the Law amending and supplementing a number of articles of the Statistics Law : 440 delegates participated in the vote (equal to 93.02% of the total number of National Assembly delegates); of which, 440 delegates voted in favor (equal to 93.02% of the total number of National Assembly delegates).

- Regarding the Law amending and supplementing a number of articles of the Law on Insurance Business : 434 delegates participated in the vote (91.75% of the total number of National Assembly delegates); of which, 432 delegates voted in favor (91.33% of the total number of National Assembly delegates), and 2 delegates abstained from voting (0.42% of the total number of National Assembly delegates).

Content 5: Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly heard Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present two reports explaining, accepting, and revising the draft Law amending and supplementing a number of articles of the Law on Prices; and the Law amending and supplementing a number of articles of the Law on Public Debt Management. Following this, the National Assembly voted to approve the aforementioned Laws electronically, with the following results:

- Regarding the Law amending and supplementing a number of articles of the Law on Prices : 437 delegates participated in the vote (92.39% of the total number of National Assembly delegates); of which, 435 delegates voted in favor (91.97% of the total number of National Assembly delegates), and 2 delegates voted against (0.42% of the total number of National Assembly delegates).

- Regarding the Law amending and supplementing a number of articles of the Law on Public Debt Management : 433 delegates participated in the vote (91.54% of the total number of National Assembly delegates); of which, 432 delegates voted in favor (91.33% of the total number of National Assembly delegates), and 1 delegate voted against (0.21% of the total number of National Assembly delegates).

Content 6: Under the chairmanship of Deputy Speaker of the National Assembly Tran Quang Phuong, the National Assembly held a closed-door meeting to vote on and approve the National Assembly Resolution on ratifying the Agreement in the field of foreign affairs as proposed by the President.

Morning: The National Assembly held a plenary session in the Assembly Hall and voted to approve the following contents: (1) Bankruptcy Law (amended); (2) Investment Law (amended); (3) Resolution of the National Assembly on piloting some specific mechanisms and policies to implement large and important projects in the Capital; (4) Law amending and supplementing some articles of the Law on Urban and Rural Planning; (5) Resolution of the National Assembly on the investment policy for the construction project of Gia Binh International Airport; (6) Resolution on the investment policy for the construction project of Vinh - Thanh Thuy Expressway; (7) Resolution of the National Assembly stipulating some mechanisms and policies to remove difficulties and obstacles in the organization of the implementation of the Land Law; (8) Resolution approving the investment policy for the National Target Program on new rural areas, sustainable poverty reduction and socio-economic development of ethnic minority and mountainous areas in the period 2026 - 2035; (9) Resolution of the National Assembly on mechanisms and policies for national energy development in the period 2026 – 2030; (10) Resolution on the implementation of some resolutions of the National Assembly in the 14th and 15th terms on specialized supervision and questioning; (11) Law on Digital Transformation; (12) Law amending and supplementing some articles of 15 laws in the field of agriculture and environment; (13) Law amending and supplementing some articles of the Law on Geology and Minerals; (14) Resolution of the National Assembly on some breakthrough mechanisms and policies for the work of protecting, caring for and improving people's health; (15) Resolution on the investment policy of the National Target Program on health care, population and development in the period 2026 – 2035; (16) Law on National Reserves (amended); (17) Resolution of the National Assembly amending and supplementing some articles of Resolution No. 98/2023/QH15 on piloting some special mechanisms and policies for the development of Ho Chi Minh City; (18) Resolution of the National Assembly amending and supplementing some articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting some special mechanisms and policies for the development of Da Nang City; (19) Draft Law amending and supplementing some articles of the Law on Value Added Tax; (20) Law on Specialized Courts at the International Finance Centre.

Afternoon: The National Assembly holds its closing session (the session is broadcast live on Vietnam Television and Vietnam Radio) .
