Congress passes first comprehensive law on artificial intelligence.

(Dan Tri Newspaper) - The Artificial Intelligence Law is Vietnam's first law to comprehensively regulate the development, application, and governance of AI.

On the afternoon of December 10th, continuing the program of the 10th Session, the 15th National Assembly officially passed the Law on Artificial Intelligence (AI) with 429 out of 434 attending delegates (90.70%) voting in favor.

The AI ​​Law, effective from March 1, 2026, comprises 35 articles and is designed with a "management for development" approach, ensuring a balance between risk control and innovation promotion, in line with international practices and supporting Vietnam's proactive integration with new technological standards.

Investing in AI to serve humanity and development.

Activities utilizing artificial intelligence must adhere to the following principles: human-centered designation, the understanding that AI serves humans and does not replace them, and human oversight in critical decision-making.

The AI ​​law lays the foundation for the goal of technological self-reliance, from computing infrastructure and data to research capabilities, helping Vietnam build a strong AI workforce capable of competing internationally.

The law allows the State to invest in a national AI computing center, build a controlled open data system, thereby reducing computing costs, removing barriers to market entry, and promoting the formation of a more competitive and transparent AI ecosystem; it also establishes tools and mechanisms for AI development, supports businesses in applying artificial intelligence technology, and controls sensitive AI solutions.

This is considered an important policy that helps reduce risks, lower testing costs, and create favorable conditions for technology companies, especially start-ups, to test AI models in an environment exempt from certain legal liabilities.

Besides regulations on technology and management, the AI ​​Law places a significant place on human resource development, contributing to the formation of a high-quality team of AI experts and engineers in the future.

To realize that requirement, the AI ​​Law calls for the development of a long-term national AI human resources strategy, integrating basic AI knowledge into general education ; encouraging universities to open new majors, expanding academic autonomy, and attracting international experts.

Furthermore, the AI ​​Law places a significant emphasis on human resource development. Addressing emerging issues arising from AI.


The AI ​​law addresses and resolves emerging issues such as AI-generated content and the responsibility of cross-border AI service providers; ensuring the preservation of digital sovereignty while deeply integrating with international standards.

The law guides the management of AI systems based on risk levels, classifying them as high, medium, and low, and linking them to corresponding legal obligations.

Applications that pose a high risk to the legitimate rights and interests of organizations and individuals (in the fields of finance, healthcare, justice, labor, education, etc.) will have to meet stricter standards regarding data, verification, monitoring, and human intervention mechanisms.

The recently passed AI law is considered a landmark, helping Vietnam catch up with the global trend of artificial intelligence development and enhance national competitiveness in the digital age.
