Ca Mau province issues new regulations on foreign language tuition fees at public schools.

(Dan Tri Newspaper) - On December 10th, the Ca Mau Provincial People's Council issued regulations on the collection, use, and management of tuition fees for programs taught in foreign languages at public general education and continuing education institutions.

According to the new regulations, the direct tuition fees are applied as follows: primary school students will pay 15,000 VND/student/35-minute lesson. For secondary school students, high school students, and students at continuing education institutions, the fee is 20,000 VND/student/45-minute lesson.

In the case of online learning, tuition fees will be 80% of the in-person fees for each level of education.

According to the leaders of the Ca Mau Provincial People's Committee, this tuition fee was set based on the average fees charged by English language centers in the area, ensuring it is affordable for a wide range of students.

At the same time, the compensation for foreign language teachers has also been adjusted to be higher than the usual overtime pay, in order to ensure their rights and to meet the high demands for professional qualifications and foreign language proficiency.

Regarding the use of tuition fee revenue, Ca Mau province clearly stipulates that the heads of educational institutions and units participating in organizing teaching in foreign languages must organize open and democratic consultations and discussions among the teaching staff to reach a consensus on the expenditure level.

Specifically, a minimum of 75% of revenue will be allocated to instructors, a maximum of 5% to administrative expenses, a minimum of 2% to depreciation of fixed assets, and a maximum of 18% to office supplies, equipment purchases, and taxes.

The People's Committee of Ca Mau province emphasized that teaching in foreign languages is an urgent need to improve the quality of education and train global citizens. However, this activity in public educational institutions has been limited in recent times due to a lack of specific regulations on the collection, use, and management of tuition fees.

Therefore, the issuance of this new regulation is considered an important legal basis, helping public educational institutions to comply with regulations, effectively organize teaching activities, and better meet the needs of learners.
