The National Assembly approved the National Target Program on improving the quality of education.

GD&TĐ - The National Assembly has passed a Resolution on the National Target Program for Modernizing and Improving the Quality of Education and Training for the period 2026-2035.

Continuing the agenda of the 10th Session of the 15th National Assembly, on December 10th, authorized by the Prime Minister, Minister of Education and Training Nguyen Kim Son presented to the assembly hall a report on the acceptance and explanation of opinions from National Assembly deputies regarding the draft Resolution on the National Target Program for Modernizing and Improving the Quality of Education and Training in the period 2026-2035 (hereinafter referred to as the Program).

Overall, the Standing Committee of the National Assembly , the Committees of the National Assembly, and the National Assembly deputies agreed with the necessity, name, beneficiaries, objectives, targets, scope, implementation time, funding, and component projects of the Program. In addition, many opinions suggested supplementing and improving the draft Resolution of the National Assembly, clarifying some contents in the Program's dossier.

The Ministry of Education and Training, in coordination with relevant ministries and agencies, has seriously reviewed, incorporated, and fully addressed all opinions and finalized the draft Resolution of the National Assembly as well as the Program dossier. The main contents that have been incorporated and finalized by the Government include:

Firstly, regarding the content and structure of the draft Resolution of the National Assembly on approving the investment policy for the Program, the draft Resolution has been reviewed and refined to be concise, clear in objectives, mechanisms, policies, and implementation solutions; ensuring compliance with the Law on Public Investment and other current legal regulations. The draft Resolution consists of 4 articles, including:

Article 1 stipulates the objectives, scope and timeframe of the Program, beneficiaries, funding, urgent issues requiring focused attention, principles for allocating central government budget funds, specific mechanisms and policies in implementing the Program, and solutions and mechanisms for managing and operating the Program.

Article 2 stipulates the duties of the Government and the Prime Minister.

Article 3 stipulates the responsibilities of the Ministry of Education and Training (the lead agency for the Program) and the responsibilities of the Provincial People's Council and Provincial People's Committee.

Article 4 stipulates the monitoring of the Program's implementation.

Secondly, regarding the beneficiaries of the Program: The Program has been reviewed to ensure clarity, completeness, and no omissions or overlaps in terms of beneficiaries (as shown in Clause 3, Article 1 of the draft Resolution).

Thirdly, regarding the funding for the Program: The draft Resolution has incorporated and supplemented the total capital for the Program's implementation during the 10-year period from 2026 to 2035; clarifying the structure of capital sources for the 2026-2030 period (as shown in Clause 4, Article 1 of the draft Resolution).

The provision of the total estimated budget for the Program over 10 years serves as a basis for the Government and the Ministry of Finance to develop and balance financial plans for the 2031-2035 period, forecast medium-term public investment plans for two phases, and provides a basis for localities, ministries/sectors, and educational institutions to proactively prepare local budget funds, matching funds from educational institutions, and develop medium-term investment plans for the next phase.

Fourth, regarding the specific mechanisms and policies for implementing the Program and the principles for allocating central government budget funds to support the Program, these have been incorporated and refined to align with the National Target Programs for the 2026-2030 period that have been and are being considered for approval by the National Assembly; while also ensuring strong decentralization and delegation of authority to ministries, central agencies, and localities (details in Clauses 6 and 7 of the draft Resolution).

Fifth, regarding the component projects of the Program, they must be reviewed and developed in compliance with the Law on Public Investment and related legal regulations; ensuring that they do not overlap with programs and projects that have already received investment approval or investment decisions; do not overlap with other programs and projects and with recurrent expenditure tasks; and do not overlap in content between the component projects of the Program.

The draft Resolution has been revised and improved by omitting detailed regulations on component projects. Instead, it has added specific provisions on urgent issues that require the Program's resources to be focused on (Clause 5, Article 1 of the draft Resolution).

Sixth, regarding the solutions and mechanisms for managing, operating, and organizing the implementation of the Program, they have been reviewed and ensured to be specific and clear, with four groups of solutions for implementing the Program and clearly defining the tasks of the central, provincial, and commune levels in organizing implementation, in accordance with their functions, tasks, management decentralization, and implementation capacity.
