Establishing a School Board ensures democracy, transparency, and consensus.
Hanoi University of Business and Technology held an Investor Conference to elect the University Council in accordance with the Law on Higher Education 2012, the Law amending and supplementing certain articles of the Law on Higher Education 2018, and Government Decree No. 99/2019/ND-CP. This is considered an important step in the process of perfecting the governance model towards a non-profit private university.
According to legal regulations, the University Council is the highest governing body of a higher education institution, playing a strategic role in the modern university governance model. The Council decides on the university's development strategy; approves organizational and operational regulations; oversees management, finance, and academic affairs; and participates in the appointment and dismissal of the rector and other key leadership positions. The establishment of the University Council enhances transparency, accountability, and promotes autonomy in all aspects of the university's operations.




In the context of Decision 671/QD-TTg on the conversion of the school's type, there are still some opinions related to ownership, and the implementation process has been prolonged. However, the school's leadership and founders remain steadfast in establishing the School Council based on identifying the investor according to Article 16a of Law No. 34/2018/QH14.
At the end of 2024, Hanoi University of Business and Technology conducted an equity audit to determine the list of investors. On July 21, 2025, the official list was published on the university's website. As of the time of the Investor Conference, the university had not received any feedback or complaints regarding the eligibility of the investors in the audit report.
Based on the audit results and consultations with lawyers, a plan to establish a School Council and transform the school into a non-profit private university was developed and received the consensus of the investors and the Board of Directors.
From October 2nd to 3rd, 2025, the Vice-Chancellors will chair meetings in the following departments: Offices, Economics , Languages, Engineering, and Health, to introduce candidates for the University Council and gather feedback on the proposed personnel structure.

On October 13, 2025, the Conference of Delegates to Introduce Personnel was held with the participation of Prof. Dr. Nguyen Cong Nghiep – Secretary of the Party Committee, Standing Vice Rector; Vice Rectors Assoc. Prof. Dr. Ha Duc Tru, Prof. Dr. Dinh Van Tien, Assoc. Prof. Dr. Pham Duong Chau, Mr. Tran Duc Minh; leaders of various units; representatives of the Trade Union; the Youth Union; and guests including Ms. Vu Ngoc Uyen – Assistant Rector; Lawyer Tran Quoc Toan; Lieutenant Colonel Duong The Hoang, PA03 Department, Hanoi City Police.
At the Conference, delegates heard reports on the results of personnel nominations from 5 departments, reviewed the brief resumes of 12 nominated individuals, proceeded to vote on the nominations for the School Council, and announced the official results. The Conference selected 7 faculty members and staff of the school to be presented to the Investor Conference for election to the School Council.
Throughout the preparation process, the school emphasized the principles of democracy, objectivity, and transparency. All contributions from staff and faculty were recorded and compiled to ensure that the School Council both complied with legal regulations and reflected the specific development characteristics of the school.
Sustainable Development Milestones

According to the leaders of Hanoi University of Business and Technology, the establishment of the University Council is a necessary step to realize the model of university autonomy, creating a foundation for sustainable development, improving the quality of training, and strengthening international integration. The University Council is identified as a core institution in the governance mechanism, helping to guide strategic direction and enhance the capacity to supervise the entire university's operations.
The process of establishing the School Council was carried out cautiously, in accordance with regulations, and with extensive consultation. The establishment of the School Council is not only a legal requirement but also an opportunity for the school to transform itself towards more modern, transparent, responsible, and effective governance.
This is a significant milestone that lays the foundation for comprehensive university autonomy, reflecting the determination of the faculty and staff as the university is undergoing a transformation process.
On November 11, 2025, the School Council and the Board of Directors held a conference to announce the results of the Investor Conference for the election of members and the Chairman of the School Council for the 2025-2030 term.
Here, delegates heard the proposal for the establishment of the new School Council and were informed of the election results of 17 members of the School Council, including: 7 investors, 5 representatives of full-time faculty and staff from various training departments, and 5 members from outside the school.
The transformation of the university and the establishment of the University Council were initiated by the 2018 amended law. After a long period of facing difficulties, from awareness and perspectives to the selection of an implementation model, the university has researched, explored, and implemented a suitable roadmap, ensuring compliance with the law. To date, Hanoi University of Business and Technology has clearly defined its implementation method to move towards a non-profit private university model.
Based on the election results, the members of the University Council for the 2025-2030 term met and elected Professor Dr. Hoang Van Cuong as Chairman of the University Council. Dr. Vu Ngoc Uyen was elected as Vice Chairman of the University Council. The University Council assigned Professor Dr. Nguyen Cong Nghiep to be in charge of the university, acting as the legal representative and exercising the powers and responsibilities of the Rector.
Immediately after the personnel restructuring, the Standing Committee of the School Council worked with the Board of Directors to announce the results of the Investor Conference, and also to inform them about the resolution to transform the school from a private model to a non-profit private model.

The establishment of the University Council of Hanoi University of Business and Technology is considered to have been implemented in accordance with legal regulations, ensuring democracy, openness, and transparency. This is evidence of the determination of the leadership, investors, and faculty members in completing the process of transforming the university's type, in line with the direction of the Government and the Ministry of Education and Training.
