On the afternoon of October 23, the Organizing Committee of the Party Committee of the Ho Chi Minh City People's Committee, in coordination with the Executive Committee of the Party Committee of the University of Finance - Marketing, held a ceremony to announce the decision to appoint additional personnel for the position of Secretary and Deputy Secretary of the University's Party Committee for the 2025-2030 term.
According to decisions of the Standing Committee of the Party Committee of the People's Committee of Ho Chi Minh City, Mr. Pham Tien Dat - Deputy Secretary of the Party Committee and Rector of the University of Finance - Marketing - has been appointed to the position of Secretary of the Party Committee of the university for the term 2025 - 2030.
In December 2021, the Ministry of Finance issued a decision to recognize Associate Professor, Dr. Pham Tien Dat as Principal of the University of Finance and Marketing.
Mr. Pham Tien Dat was previously awarded a decision by the Ministry of Finance recognizing him as the Chairman of the Board of the University of Finance - Marketing for the term 2020-2025 in March 2021, after being elected to this position in January 2021.
Mr. Pham Tien Dat, born in 1980, has held various positions including Deputy Head of the Postgraduate Faculty, Banking Academy; Deputy Head of the Finance Faculty, Banking Academy; Deputy Director in charge of the Son Tay training facility, Banking Academy; and Deputy Director of the Institute of Financial Strategy and Policy - Ministry of Finance.
Mr. Cao Tan Huy - Member of the Executive Committee of the Party Committee of the People's Committee of Ho Chi Minh City, Member of the Standing Committee of the Party Committee, and Vice Rector of the University of Finance - Marketing - has been appointed to the position of Deputy Secretary of the University's Party Committee for the term 2025 - 2030.
Meanwhile, on June 19, the 5th Congress of the Party Committee of the University of Finance and Marketing, term 2025 - 2030, elected Mr. Cao Tan Huy to hold the position of Party Committee Secretary and Mr. Pham Tien Dat to hold the position of Deputy Party Committee Secretary.
Party Secretary and Head
According to Resolution 71 of the Politburo, there is a regulation that school councils are not organized in public educational institutions (except for schools with international agreements).
The new policy of abolishing the university council model in public universities is a major change from the current Higher Education Law.
The abolition of the university council is not only a change in the organizational structure, but also has a profound impact on the way public universities operate, manage and govern in the coming time. This decision represents a strong shift: from a decentralized model to a centralized, unified model, where the head of the Party Committee will concurrently take on the executive role.
Resolution 71 is considered a significant milestone in the development orientation of education and training nationwide, setting the goal of reforming thinking, streamlining the apparatus, improving the efficiency of university governance, and ensuring the comprehensive leadership of the Party in educational institutions.
One of the key directions in Resolution 71 is to strengthen the direct and comprehensive leadership role of the Party organization, especially the role of the head of the Party committee at educational institutions.
Accordingly, a model where the Party Committee Secretary also serves as the head of the educational institution will be implemented, replacing the previous model of principal and chairman of the school board.
