The National Volunteer Center speaks out about Hoang Hoa Trung's 'Sponsor Children' project.

On December 11th, the National Volunteer Center provided information on several issues related to Mr. Hoang Hoa Trung's "Nurturing Children" project.

In recent days, the "Nurturing Children" project, founded and coordinated by Mr. Hoang Hoa Trung, has been embroiled in numerous questions regarding its financial transparency and operational methods. Notably, some information from the project suggests that the program is "implemented by the National Volunteer Center," leading many philanthropists to believe that the project is part of a system managed and supervised by the National Volunteer Center (under the Central Youth Union).

In response to concerns about the relationship between the two sides, on December 11th, a reporter from Nguoi Lao Dong Newspaper interviewed Mr. Nguyen Kim Quy, Member of the Standing Committee of the Central Youth Union, Head of the Youth and Children Affairs Department, and Permanent Vice President of the Central Committee of the Vietnam Youth Union, to clarify some related issues.

- Some information conveyed to donors by Mr. Hoang Hoa Trung's "Nurturing Children" project indicates that the project is "Implemented by the National Volunteer Center." This has led many donors to believe that the project is being carried out by a unit of the Central Youth Union. So, in reality, does the Center participate in the implementation, coordination, or supervision of the project, sir?

The National Volunteer Center (under the Central Committee of the Youth Union) affirms that it does not participate in, supervise, or coordinate the "Nurture Children" project founded and run by Mr. Hoang Hoa Trung. This project is implemented by the Faith Volunteer Group, of which Mr. Hoang Hoa Trung is the Deputy Head.

In terms of significance, we view the "Nurturing Children" project as aiming for a humanitarian goal, raising resources to support school meals for students in mountainous areas and implementing several other social welfare initiatives.

However, recently there have been many complaints regarding financial transparency and the management and operation of the project. This is a completely legitimate request from donors to ensure the project operates more effectively and transparently.

We will review and verify the information regarding Mr. Hoang Hoa Trung's introduction of the project as "implemented by the National Volunteer Center." At the same time, the Center will also review the activities of volunteer networks in each region over the past period.

- Regarding the financial matters of the "Sponsor a Child" project, does the Center have any oversight, sir?

As mentioned, the National Volunteer Center does not manage or supervise the project. Therefore, fundraising, revenue and expenditure, and financial reporting are all handled independently by the project.

The center does not manage volunteer groups or associations administratively, and therefore does not control the finances of their projects. Our role is to create a volunteer network so that volunteer clubs, teams, and groups have the opportunity to interact, connect, and share information, thereby promoting volunteer activities for the community in various areas.

- Within the "Sponsor Children" project ecosystem, there are instances where funds raised by the project have been transferred to the account of the National Volunteer Center (which the project has publicly disclosed - PV). How should this be interpreted, sir?

Since the National Volunteer Center does not manage, supervise, or coordinate the "Nurture Children" project, we are completely unrelated to the disbursement of project funds.

When implementing social welfare projects aimed at improving facilities for students in disadvantaged areas, depending on the specific project, funding from the "Nurturing Children" project is transferred to the Center for implementation.

Regarding this funding, the Center has signed agreements with the "Nurturing Children" project to transfer funds and all project documentation in accordance with legal regulations. Each program has clear and compliant "input - output" documentation.

- In response to feedback regarding the "Nurturing Children" project, what are the Center's plans to make volunteer and charitable activities more professional, transparent, and sustainable?

Regarding the issues related to the "Nurturing Children" project that have attracted public attention recently, we are awaiting the conclusions of the relevant authorities. If any individual is found to have violated the law, they will be held accountable according to legal regulations.

Regarding the "Sponsor Children" project, as I emphasized above, this is a program with profound humanitarian significance. We hope the project will continue to be implemented and continue to receive the trust of philanthropists so that children in mountainous areas can continue to receive support.

In the coming period, the Center will strengthen its review of volunteer networks' activities, tighten working mechanisms, and improve supervision. The goal is to increase transparency in all volunteer activities.

We also look forward to receiving further feedback from philanthropists and the press to continuously improve our charitable activities. In addition, we hope that relevant agencies will soon issue regulations related to volunteer activities, not only those related to natural disasters and floods, but also activities under volunteer programs and projects, so that organizations, individuals, clubs, teams, and volunteer groups have sufficient legal basis for mobilizing, implementing, and monitoring related activities.

The "Nurturing Children" project was initiated by Mr. Hoang Hoa Trung in 2014 and has been operating ever since in many provinces and cities across the country. The project has connected and supported school meals for tens of thousands of students in mountainous areas. Recently, the project has received many complaints regarding a lack of financial transparency, duplicate child-rearing codes, and unprofessional conduct from the project's management team and volunteers.
