My father is severely disabled due to a work accident and receives a monthly allowance. I am currently attending a public university. I would like to ask if I am eligible for a tuition fee reduction? (Nguyen Van Dat, vandat***@gmail.com)

Clause 2, Article 16 of Government Decree No. 238/2025/ND-CP dated September 3, 2025, regulating tuition fee policies, exemptions, reductions, tuition fee support, learning cost support, and service prices in the field of education and training, stipulates that the subjects eligible for a 50% tuition fee reduction include: Students in vocational education institutions and higher education institutions whose father or mother suffered a work-related accident or contracted an occupational disease and are receiving regular allowances.

Therefore, in your case, you need to submit a complete application for tuition fee reduction based on the status of a parent suffering from a work-related accident or occupational disease, as issued by the Social Insurance agency, to the educational institution as stipulated in Clause 3, Article 18 of Decree No. 238/2025/ND-CP, in order to be considered for the policy.

I am aware of the tuition fee exemption and reduction policies for public educational institutions. I would like to ask if students attending a two-year vocational school program that combines study and work are eligible for tuition fee exemption or reduction?

According to Clause 7, Article 19 of Government Decree No. 238/2025/ND-CP dated September 3, 2025, regulating tuition fee policies, exemptions, reductions, and support for tuition fees, support for learning costs, and service prices in the field of education and training: Tuition fee exemptions, reductions, and support are not applied to learners in continuing education programs that meet learners' needs, update knowledge and skills, transfer technology, train and improve professional capacity, or provide short-term training and refresher courses; except for learners in continuing education programs aiming for a diploma within the national education system.

Therefore, according to your letter, students at the intermediate level studying while working are not eligible for tuition fee exemption or reduction as stipulated in Clause 7, Article 19 of Decree No. 238/2025/ND-CP mentioned above.
