On the morning of December 10, the National Assembly officially passed the Law amending and supplementing a number of articles of the Law on Education .
Notably, the Minister of Education and Training decided that one set of general education textbooks will be used uniformly nationwide starting from the 2026-2027 school year; by 2030, textbooks will be provided free of charge to students, prioritizing areas with special difficulties, ethnic minority areas, mountainous regions, border areas, and islands.
The law stipulates that diplomas in the national education system are documents in paper or numerical form issued to students upon graduation from high school; students who complete educational programs, training programs and meet the output standards of the corresponding level in vocational education and higher education.
Diplomas from the national education system include: high school diploma, vocational high school diploma, intermediate diploma, college diploma, bachelor's degree, master's degree, doctoral degree, and diplomas from specialized training programs in certain fields and disciplines.
Thus, compared to current regulations, the law recently passed by the National Assembly has abolished the issuance of junior high school graduation certificates.
Instead, students who complete primary education and secondary education programs and meet the requirements prescribed by the Minister of Education and Training will have their transcripts confirmed by the school principal as having completed secondary education or equivalent.
Students who complete the high school education program, meet the requirements prescribed by the Minister of Education and Training, are allowed to take the exam, and meet the requirements will be awarded a high school diploma by the school principal.
In case a student does not take the exam or fails the exam, the school principal will issue a certificate of completion of the general education program.
This paper is used to register for the high school graduation exam when the student needs it or to study vocational education and is used in specific cases according to the provisions of law.
According to regulations, diplomas and certificates issued by educational institutions of all types and forms of training in the national education system have the same legal value.
The Minister of Education and Training shall specify regulations on the management of diplomas and certificates of the national education system and the recognition of other certificates for use in the national education system.
