The leaders pressed the button to officially launch the digital monitoring and inspection control center for the entire Party Inspection sector.

The opening ceremony was held online, with the Central Inspection Commission's headquarters connecting to 40 other locations in provincial and city Party committees and Party committees directly under the Central Committee.

Attending the ceremony were: Comrade Tran Sy Thanh, Member of the Central Committee of the Party, Chairman of the Central Inspection Committee, Deputy Head of the Central Steering Committee on Science , Technology Development, Innovation and Digital Transformation; Comrade Tran Van Ron, Member of the Central Committee of the Party, Standing Deputy Chairman of the Central Inspection Committee; Comrade Nguyen Huy Dung, Specialized Member of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation; leaders and members of the Central Inspection Committee; representatives of the Standing Committee of provincial and city Party Committees and members of the inspection committees of provincial and city Party Committees and Party Committees directly under the Central Committee; leaders of the Digital Transformation - Cryptography Department, Central Party Office…

The In-Operation Control Center (IOC) aims to synthesize data related to Party inspection, supervision, and disciplinary enforcement, providing a comprehensive real-time overview and big data analysis. This enables the leadership of the Central Inspection Commission to conduct online supervision, direction, and management, and supports decision-making.

This contributes to innovating inspection and supervision methods, implementing data-driven supervision and inspection. It enhances the effectiveness of Party inspection, supervision, and disciplinary enforcement, strengthens inspection and supervision work, regularly monitors the situation, applies modern technology, and provides early warning to prevent violations. The digital monitoring and inspection control center has all the necessary data, ensuring accuracy, completeness, cleanliness, and accessibility, and is unified and shared to serve the task of "data-driven inspection and supervision." It builds a modern, unified infrastructure, ensuring stable and synchronized operation from the central level to the commune level; allowing for adjustments and changes to suit practical needs.

The application center utilizes modern intelligent systems platforms such as: Standard Operating Procedures (SOPs) automation; AI brain – early warning of anomalies, supporting decision-making; multi-dimensional visualization and interaction; seamless communication and service interoperability – emergency operations; and information security at level 3 or higher.

The comprehensive reporting, analysis, and forecasting system provides information on the situation and results of implementing the Party's guidelines and policies; and on inspection and supervision work through modeling and visualization, aiming to support the Committee's leadership in decision-making. Using a data management method based on local digital maps by point, region, radius, and administrative boundary, it covers the following areas: Inspection of Party organizations and members; Supervision of Party organizations and members; and Disciplinary action against Party organizations and members. Aggregated data is grouped, and warnings are issued regarding unmet targets by sector and geography to enable timely corrective action.

Monitoring the situation and implementing resolutions, directives, and conclusions of the Central Committee. The operating system will support the monitoring, management, and evaluation of the implementation of resolutions, directives, and conclusions in a visual and practical manner from the central to the grassroots level, based on periodically updated or automatically connected data, following the principle of "correct - complete - clean - active," ensuring accuracy, synchronization, and timeliness in real time. It will also monitor the number of tasks and work received by unit and their progress over time.

The Center for Monitoring and Inspection Operations in the digital environment has achieved several important initial results, such as: establishing a statistical data system for inspection and supervision work; putting into operation a secure video conferencing system; and building a summary table displaying information systems and software... This is vivid evidence of putting the Resolution into practice, contributing to realizing the goal of comprehensively transforming the operations of agencies in the political system to the digital environment by 2030, as required by Resolution 57 and Project 204.

In his directive speech, Comrade Tran Sy Thanh, Member of the Central Committee of the Party, Chairman of the Central Inspection Committee, and Deputy Head of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation, acknowledged and highly appreciated the proactive, creative, and responsible efforts of the units, officials, and staff of the Central Inspection Committee in implementing Project 204 on digital transformation in Party agencies.

The comrade stated that the construction and operation of the Monitoring and Inspection Operations Center in a digital environment not only demonstrates strategic vision but also represents a practical action to concretize the tasks assigned in Resolution 57-NQ/TW and Project 204 in the new phase.

Comrade Tran Sy Thanh emphasized that inspection and supervision are one of the main leadership methods and important tools for maintaining Party discipline and order, and building a clean and strong Party. In the context of the strong national digital transformation, along with the shift in focus to regular, proactive supervision from the outset and throughout all aspects of leadership and guidance in implementing resolutions, directives, and conclusions of the Central Committee and Party committees at all levels, the innovation of inspection and supervision methods towards a modern, intelligent approach, based on big data and digital technology, is an essential, objective, and urgent requirement.

Therefore, Comrade Tran Sy Thanh, Chairman of the Central Inspection Commission, requested that the Monitoring and Inspection Operations Center be organized and operated with the goal of "Inspection based on data, monitoring based on data," demonstrated through remote monitoring and inspection from the central level to the grassroots, ensuring proactiveness, timeliness, synchronization, and comprehensiveness; effectively applying big data, artificial intelligence, and digital technology platforms to analyze, warn, and predict risks and violations; connecting and sharing data with the Party and State's information systems to ensure the effectiveness of inspection, the efficiency of monitoring, and transparency in operations.

In the coming period, to ensure the Center operates effectively, Comrade Tran Sy Thanh requested that the implementation of phases II and III of the Center be accelerated as planned. Simultaneously, he emphasized the need to strengthen digital infrastructure, enhance the Center's operational capacity, and ensure the stability, security, and confidentiality of information in accordance with Party regulations and State laws; to strengthen training and development of specialized digital human resources for the inspection sector, especially in data analysis, and to form a team of "digitally-minded inspection officers." He also stressed the importance of accelerating data connection and sharing with ministries, departments, localities, and agencies within the political system, creating a synchronized and interconnected digital inspection ecosystem. Furthermore, he called for piloting remote monitoring and thematic monitoring models in the digital environment, contributing to the innovation of leadership, direction, and organization of inspection tasks in the new context.

Comrade Tran Sy Thanh stated that digital transformation in inspection and supervision work is a challenging process, but also a golden opportunity to enhance the leadership capacity of Party committees at all levels, prevent and warn against violations, tighten discipline and order, and at the same time help to discover and promote the dissemination of good practices and results, thereby serving the goal of socio-economic development. Chairman of the Central Inspection Committee Tran Sy Thanh requested all cadres and civil servants of the Party Inspection sector from the central to local levels to continue to uphold the spirit of responsibility, pioneering spirit, innovation, unity, and solidarity, working together to build and effectively operate the Inspection and Supervision Operations Center in the digital environment, worthy of being one of the outstanding bright spots in the digital transformation process in Party agencies.
