Break away from the view that 'self-reliance means fending for oneself'.

Speaking to Thanh Nien newspaper, Mr. Nguyen Tien Thao, Director of the Higher Education Department, Ministry of Education and Training, said that one of the groundbreaking new points of the draft Higher Education Law recently passed by the National Assembly is the departure from the view that 'autonomy means self-reliance' and a shift to a mechanism where the state and higher education institutions jointly care for the development of higher education.

NEW BREAKTHROUGH POINTS

According to Mr. Nguyen Tien Thao, the first groundbreaking new point of the draft Law on Higher Education that needs to be mentioned is the creation of a legal framework sufficient for higher education institutions to make breakthroughs, be pioneers in innovation, train elites, provide high-quality training, and supply highly skilled human resources to serve the development of the country and humanity. The draft has established a unified higher education system, advanced university governance, increased endogenous strength, and strengthened the leadership role of the Party organization in higher education institutions…

The second new point is a breakthrough in governance at the grassroots level of higher education institutions, creating synchronization and interconnection between different levels and specialized, in-depth training programs. This new point is reinforced in regulations related to university autonomy: "The law will promote university autonomy, granting full and comprehensive autonomy to higher education institutions regardless of the level of financial autonomy, moving away from the previous incorrect view that 'autonomy means self-reliance' and shifting to a mechanism where the state and higher education institutions jointly care for the development of higher education. Autonomy includes academic autonomy, organizational structure, training, scientific research, international cooperation, personnel, and finance, while affirming accountability as a mandatory legal obligation. Autonomy goes hand in hand with a mechanism for controlling power, ensuring academic integrity, transparency, and quality of operations of higher education institutions," Mr. Thao said.

According to Mr. Thao, a groundbreaking new point is the policy of investing in higher education institutions to meet and upgrade standards, aiming for fields and disciplines to reach international standards; forming excellent universities to lead the system; and ensuring investment resources for the higher education system. The law expands and diversifies resources and ensures fairness among entities participating in higher education activities; creating breakthrough mechanisms and policies to mobilize all resources, creating a development environment, and a level playing field for competition between public and private institutions.

"Another groundbreaking new point is the affirmation of the central role of higher education institutions in the national innovation ecosystem, promoting close links between universities, businesses, and localities in training, research, and knowledge transfer. This regulation aims to institutionalize the spirit of Resolution 57 of the Politburo ," Mr. Thao said.

The government will implement policies to support students and train highly skilled personnel.

FULL-TIME DOCTORAL TRAINING WITH SCHOLARSHIPS

According to the draft Resolution on Breakthrough Development in Education and Training of the National Assembly, the Government will have policies to support learners and train high-level human resources. Learners will have access to preferential credit from the Social Policy Bank to cover study and living expenses as prescribed; at the same time, the Government will consider and submit to competent authorities a priority mechanism to supplement capital for this bank to ensure the implementation of the policy.

In addition, the Government stipulates a national key program for full-time doctoral training; doctoral students participating under a state-ordered, task-assigned mechanism linked to priority science and technology tasks will be granted scholarships and living expense support.

By 2030, complete the digital infrastructure for higher education.

According to the aforementioned draft resolution, the state prioritizes resources for building a national database on education and training; and simultaneously invests in digital infrastructure and shared digital platforms, ensuring connectivity and interoperability throughout the entire system. By 2030, higher education institutions will complete synchronized and interconnected digital infrastructure and platforms; and businesses will be encouraged to invest in and develop digital education products and services through public-private partnerships.

In addition, vocational training institutions, higher education institutions, and science and technology organizations are free to organize international conferences and seminars in their identified professional fields and urgent tasks as requested/ordered by competent authorities, following a mechanism of prior notification to their direct supervisors.
