Tomorrow (December 11th), the 10th session will hold its closing session, which is also the final session of the 15th National Assembly term. Speaking to the press on the sidelines this morning, December 10th, National Assembly delegates acknowledged that the session was successful despite the large volume of work and the long working hours.
Removing numerous institutional "bottlenecks"
Professor Nguyen Anh Tri (National Assembly representative from Hanoi ) commented that this was a very special session. Taking place over a long period (from October 20th to November 11th), the session resolved many issues in accordance with all the functions of the National Assembly.
During this period, the country witnessed many major events, including Party congresses at the provincial, ministerial, and sectoral levels, as well as many pressing national issues, such as the task of completing the 2025 plan, especially the GDP growth target of over 8%, and particularly the impact of natural disasters such as storms and floods. The workload was therefore immense and stressful, especially for delegates holding dual roles and important leadership and management positions who had to handle numerous other tasks.
However, the delegates still worked very seriously and productively, engaging in lively discussions, especially on important national issues. This demonstrates the effort and responsibility of the delegates.
Delegate Nguyen Anh Tri noted that the National Assembly's program organization and management were very flexible, citing the example from this morning's session. Thanks to efficient work, the National Assembly added seven draft laws to the vote, demonstrating its flexible and effective management. With such efforts, the delegate concluded that the session has basically completed its work at this point, showcasing excellent organizational capacity.
In terms of legislative function, the session passed numerous laws and resolutions. National Assembly deputies engaged in lively and high-quality discussions, especially on important national issues. Regarding oversight function, the session did not hold interpellation sessions, but included many integrated activities, in which many government and ministerial leaders had to provide explanations and reports.
"I believe this approach is reasonable, saves time, and still ensures substance," said delegate Nguyen Anh Tri.

According to delegate Nguyen Anh Tri, the session decided on many important issues of the country and took place in the context of the entire Party and people preparing for the 14th National Congress of the Party - a momentous event. Therefore, the spirit and "essence" of the Congress also left a strong mark on the entire session.
Delegates received the draft documents for the Party Congress, which contain much content regarding the Party's guidelines, policies, and viewpoints for the next term. These orientations have an impact on the issues discussed by the National Assembly, creating a very high level of cohesion and unity between the Party and the National Assembly.
Sharing this view, Professor Hoang Van Cuong (National Assembly representative from Hanoi) noted that this session accomplished a very large volume of work, both in terms of intensity, time, and the number of laws passed.
“This session is aimed at resolving many institutional ‘bottlenecks.’ The promulgation of new legal regulations lays the foundation for a legal framework serving development in the 2025-2030 period, while also establishing a basis for thinking, approaches, and legislative mechanisms to enable the 16th National Assembly to carry out its work more smoothly and effectively,” said Professor Hoang Van Cuong.
Laying the foundation for the 16th National Assembly
Looking back at the entire term of the 15th National Assembly, Delegate Nguyen Ngoc Son (from Hai Phong delegation) believes that the 10th session truly made a significant mark on the National Assembly's term with its courage, responsibility, and creativity - a term that truly served the Fatherland and the People.
Despite the intertwining of various factors such as global economic fluctuations, epidemics, natural disasters, and changes in the administrative apparatus, the National Assembly has maintained and affirmed its role and responsibility in perfecting institutions with the goal of fostering development, continuously improving the effectiveness and efficiency of supervision, and enhancing the quality of decision-making on important issues.
"This is a major milestone of the 15th term, and it also lays the foundation for the 16th term," said delegate Nguyen Ngoc Son.

According to delegate Nguyen Ngoc Son, the 15th National Assembly term laid a very important foundation for the 16th term to achieve its goals, especially the goals of creation and development. The 15th term enacted a series of fundamental and core laws, helping the 16th term to more effectively supervise the Government's implementation of these laws.
Sharing his thoughts on this issue in more detail, delegate Nguyen Ngoc Son remarked that the demands placed on the 16th National Assembly are very heavy.
The 15th National Assembly issued many resolutions to address bottlenecks, but these resolutions had time limits, and those limits fell within the 16th term. Therefore, the 16th term had to summarize and evaluate these resolutions (also known as resolutions or special mechanisms) and codify them into laws to create stability for the legal system in subsequent terms.
Furthermore, the Law on the Promulgation of Legal Normative Documents was amended and applied during the 15th term. The National Assembly only stipulates matters of a principled nature, while detailed contents are left to the Government to regulate. Accordingly, during the 16th term of the National Assembly, there will be a series of urgent requirements for the promulgation of detailed legal documents.
Therefore, the 16th term needs to focus on monitoring these issues, examining whether the decrees and detailed regulations are in line with the spirit of the law, and whether they cause difficulties or obstacles for businesses and the country's development.
"This is a very heavy responsibility. I believe that the 16th term requires National Assembly deputies to have insightful, practical thinking and perspectives so that legal decisions are effective and enforceable," said Deputy Nguyen Ngoc Son.
