According to the Ministry of National Defence , in implementing the task of constructing strategic infrastructure projects, the Government has assigned the ministry to implement 6 projects (4 projects in Ca Mau, 2 projects on Tho Chu Island) in accordance with the Construction Law for construction projects to ensure national defence and security.

The four projects in Ca Mau include: the Ca Mau - Cai Nuoc expressway project, with a total length of approximately 42 km, starting at the end of the Can Tho - Ca Mau expressway and ending at the intersection with the Cai Nuoc - Cai Doi Vam road; designed according to the standards of a level 100 expressway, along with a drainage system, protective structures, and safety features.
The Cai Nuoc - Dat Mui expressway project has a total length of over 50 km, starting at the end of the Ca Mau - Cai Nuoc expressway, ending at the intersection with the Ho Chi Minh Highway, and starting at the road to Hon Khoai Island; designed according to the standards of a Class 100 expressway with a synchronized system of supporting infrastructure.
The road project to Hon Khoai Island has a total length of over 18 km, designed as a sea-crossing bridge with a navigable span, a width of 16.5 m, including 4 lanes for motor vehicles, a drainage system, traffic safety features, and integrated lighting.
The Hon Khoai dual-use multi-purpose port project includes the following components: construction of wharves, breakwater systems, protective embankments, shoreline revetments, and related technical infrastructure works.
The Ministry of National Defence stated that the projects in Ca Mau are expected to be implemented from 2025 to 2028; and the two projects on Tho Chu Island are expected to be implemented from 2025 to 2027. To date, the projects are being implemented according to plan and schedule. The Navy and Project Management Board 166 have selected contractors and consultants for surveying, design, verification, and finalizing the feasibility study report, which has been submitted to the Minister of National Defence. The Finance Department (Ministry of National Defence) is currently conducting the appraisal and will report to the Ministry of National Defence for approval in 2025.
At the conference, delegates focused on discussing and highlighting the advantages and difficulties in the implementation of the projects, and proposed many solutions and plans to overcome these challenges in the future.
General Nguyen Quang Ngoc emphasized that the task of building strategic infrastructure projects is a task entrusted to the military by the Party and the State. Therefore, agencies and units must seriously understand and implement the tasks, ensuring quality and meeting the requirements.
General Nguyen Quang Ngoc requested that agencies and units, based on their functions and duties, provide advice, proposals, and guidance for implementation to ensure timely progress. During implementation, thorough review, comprehensive survey, accurate calculation and assessment of the situation are necessary; and the steps must be implemented according to the correct procedures and regulations.
Furthermore, construction units closely coordinate with local authorities in land clearance; proactively calculate and contact sources of material supply for construction. In particular, the exploitation of materials on the island routes needs to have a reasonable plan to minimize the impact on the landscape, resources, and environment of the locality.
