10th Session: Removing many institutional bottlenecks

With only one day left, the 10th session of the 15th National Assembly will conclude. This session has been assessed by National Assembly deputies as a historic one, resolving many institutional bottlenecks and laying the foundation for the 16th National Assembly.

Institutionalizing the key resolutions

Speaking to a reporter from the newspaper Tin Tuc va Dan Toc (News and Nation) on the sidelines of the National Assembly , Representative Trinh Thi Tu Anh, from the Lam Dong Provincial Delegation of the National Assembly, affirmed: The 10th session of the 15th National Assembly was a historic session, having approved many important contents that will shape the country's development in the coming period, especially leading up to the 14th Party Congress. The 10th session was the longest of the last three sessions. I highly appreciate the meticulousness of the presenting agency, the responsibility of the reviewing agency, the National Assembly representatives, and the Standing Committee of the National Assembly.

Delegate Trinh Thi Tu Anh stated that the contents adopted at this session have institutionalized the four pillars set out by the Politburo for 2025. These are Resolutions 57, 59, 66, and 68. Additionally, there are new resolutions: Resolution 70 on ensuring national energy security until 2030, with a vision to 2045; Resolution 71 on breakthroughs in education and training development; and Resolution 72 on some breakthrough solutions to strengthen the protection, care, and improvement of people's health.

This session has almost fully institutionalized these resolutions. This is a good opportunity for us to transform, especially in the draft Political Report of the 14th Congress, which sets out requirements for national development based on new growth drivers, relying on science and technology, innovation, and digital transformation, with a focus on the private sector. The important content from this session creates a broad legal framework for us to move the country forward through innovation and create new growth drivers.

Meanwhile, Representative Nguyen Anh Tri, from the Hanoi City National Assembly Delegation, affirmed that the 10th session of the 15th National Assembly had resolved many issues in accordance with the full functions of the National Assembly. During this period, the country witnessed many major events, including Party congresses of provinces, ministries, and sectors, as well as many pressing national issues, including the task of completing the 2025 plan, the GDP target of over 8%, and the impacts of natural disasters, storms, and floods. Representatives holding concurrent positions and important leadership roles faced even greater workloads and pressure. However, the representatives still worked very seriously and effectively, engaging in lively discussions, especially on important national issues. This demonstrates the efforts and responsibility of the representatives.

In terms of legislative function, the session passed numerous laws and resolutions. National Assembly deputies engaged in lively and high-quality discussions, especially on important national issues. Regarding oversight function, the session did not hold interpellation sessions, but included many integrated activities, in which many government leaders and ministries had to provide explanations and reports.

"The session decided on many important national issues and took place in the context of the entire Party and people preparing for the Party Congress – a momentous event. This spirit was clearly demonstrated throughout the session. Delegates received the draft documents of the Party Congress, which contained much content about the Party's guidelines, policies, and viewpoints for the next term. These orientations had a guiding impact on the issues discussed by the National Assembly, creating a very high level of cohesion and unity between the Party and the National Assembly," said Delegate Nguyen Anh Tri.

Meeting urgent requirements

Representative Ha Sy Dong, from the Quang Tri National Assembly delegation, stated: The 10th session of the 15th National Assembly was an extremely important session, addressing bottlenecks in institutions and human resources, promoting double-digit economic growth, and attracting significant attention from voters. In particular, the Government presented massive projects. However, with a spirit of reform, streamlined processes, and guaranteed quality in legislative work, the National Assembly boldly discussed and resolved bottlenecks in the investment environment, planning, disbursement of public investment capital, and attracting investment… creating confidence for businesses and people to serve national development.

"With a sense of responsibility, the National Assembly devoted time to discussing resources for major national projects: the North-South high-speed railway; the Ninh Thuan nuclear power project; and the completion of synchronized infrastructure to serve development. Or humane policies such as: free textbooks, insurance, and policies for national target programs," said representative Ha Sy Dong.

Representative Nguyen Ngoc Son, from the Hai Phong delegation, stated that the 10th session truly marked a significant milestone for the National Assembly's term, demonstrating courage, responsibility, and creativity. The session was intertwined with many factors such as global economic fluctuations, the pandemic, natural disasters, and changes in the administrative apparatus… yet the National Assembly maintained and affirmed its role and responsibility in perfecting the institutional framework with the goal of fostering development, continuously improving the effectiveness and efficiency of supervision, and enhancing the quality of decision-making on important issues. This is a major achievement of the 15th term and lays the foundation for the 16th term.

Representative Nguyen Ngoc Son stated that the 15th National Assembly laid a very important foundation for the 16th National Assembly to achieve its goals, especially the goals of creation and development. The 15th term enacted a series of fundamental and core laws, enabling the 16th term to more effectively supervise the Government's implementation of these laws.

The 15th National Assembly issued many resolutions to address bottlenecks, but these resolutions had time limits, and those time limits fell within the 16th term. Therefore, the 16th term had to summarize and evaluate these resolutions (also known as resolutions or special mechanisms) and codify them into laws to create stability for the legal system in subsequent terms.

Furthermore, the Law on the Promulgation of Legal Documents was amended and applied during the 15th term. The National Assembly only stipulated matters of a principled nature, while detailed content was left to the Government to regulate. Accordingly, during the 16th term of the National Assembly, there will be a series of urgent requirements for the promulgation of detailed legal documents. Therefore, the 16th term needs to focus on monitoring these matters, examining whether the decrees and detailed regulations are in line with the spirit of the law and whether they cause difficulties or obstacles for businesses and the country's development.

Representative Nguyen Ngoc Son emphasized: "I believe that the 16th term requires National Assembly representatives to have insightful, practical thinking and perspectives so that legal decisions are effective and enforceable."
