The National Assembly passed the Law amending and supplementing a number of articles of the Statistics Law.

On the afternoon of December 10th, under the chairmanship of National Assembly Chairman Tran Thanh Man and the direction of National Assembly Vice Chairman Vu Hong Thanh, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Statistics Law, with 440 out of 440 National Assembly deputies present voting in favor, achieving 100%.

The Law amending and supplementing a number of articles of the Statistics Law consists of 2 articles and will take effect from January 1, 2026.

The law amends and supplements certain provisions of Article 3 as follows:

a) Amend and supplement Clause 5 as follows:

5. A statistical database is a collection of related statistical data and information arranged and organized according to a specific structure for exploitation, management, and updating to serve statistical purposes and other purposes as prescribed by law. Statistical databases are mainly formed from statistical data and information from statistical surveys, administrative records, statistical reports, and national databases, specialized databases, and local databases.

b) Amend and supplement clauses 8 and 9 as follows:

8. Statistical survey is a form of collecting statistical data and information about a specific research subject using a scientific and standardized method as defined in the statistical survey plan for each survey.

9. A statistical investigator is a person recruited or mobilized by an agency or organization conducting a statistical survey to carry out and guide the collection of information for the statistical survey.

c) Amend and supplement Clause 11 as follows:

“11. Statistical activity is the activity of determining the information needs to be collected, preparing for collection, collecting, processing and synthesizing, analyzing and forecasting, publishing and disseminating, storing, and evaluating the quality of statistical information about the phenomenon under study in specific spatial and temporal conditions.”

Amend and supplement Article 8 as follows:

Article 8. Specialized inspection of statistics

1. Specialized statistical inspection is the review, evaluation, and handling by competent authorities of the compliance with statistical laws by agencies, organizations, and individuals within the scope of state management of statistics.

2. Specialized inspections in statistics shall be conducted in accordance with the provisions of the law on specialized inspections.

Amend and supplement point b, clause 2, Article 14 as follows:

“b) Statistical information compiled and provided to ministries and agencies for aggregation by specialized agencies under the People's Committees at the provincial and commune levels; the People's Courts at the provincial and regional levels; and the People's Procuratorates at the provincial and regional levels.”

Amend and supplement point b, clause 2, Article 15 as follows:

“b) Statistical information provided to the provincial statistical agency for compilation by specialized agencies under the Provincial People's Committee, Provincial People's Court, Provincial People's Procuracy; and organizations and units under ministries, branches, and central agencies at the provincial administrative level.”

Amend and supplement Article 16 as follows:

Article 16. Commune-level statistical information system

1. The commune-level statistical information system reflects the main socio -economic situation of the commune-level administrative unit.

2. The commune-level statistical information system includes:

a) Statistical information compiled by local statistical agencies;

b) Statistical information is compiled and provided to the local statistical agency by specialized agencies under the People's Committee at the commune level, the People's Court at the regional level, the People's Procuracy at the regional level, the local tax office, the local social insurance office, and other agencies in the commune area.

3. The head of the local statistical agency is responsible for managing the commune-level statistical information system.

The head of the agency specified in point b, clause 2 of this Article is responsible for managing statistical information within the scope of the industry or field assigned to him/her.”…
