A historic session of a historic term.

According to the program, at the Tenth Session alone, the National Assembly will consider and pass more than 60 laws and resolutions, demonstrating the National Assembly's efforts in fulfilling its legislative nhiệm vụ throughout the term, while also reflecting the proactive and innovative approach in organizing parliamentary activities, especially in enhancing policy-making capacity to meet the country's development requirements.

A highlight of the session was the National Assembly's focus on considering and passing many fundamental laws with long-term impacts, spanning from economics and finance to science and technology, cybersecurity, artificial intelligence, health, population, and education. This demonstrated a strategic vision in perfecting the legal framework for emerging fields, while affirming an increasingly proactive and forward-thinking legislative approach, viewing law as a tool to enhance national governance capacity and effectiveness in the context of increasingly fierce global competition.

In particular, the timely institutionalization of the Politburo 's resolutions continued to be a key highlight of legislative activities at this session, contributing to the rapid implementation of the Party's major orientations through a comprehensive and practical legal system. The National Assembly correctly identified emerging issues and urgent requirements in transforming the growth model, proactively adapting to non-traditional security challenges. The amendments to laws on population and disease prevention show that the National Assembly has learned many important lessons after the Covid-19 pandemic, moving towards a proactive, effective, and sustainable healthcare system. Laws related to e-commerce, high technology, and cybersecurity... lay the legal foundation for the digital economy, while strengthening data protection and enhancing the capacity to respond to non-traditional security risks. Resolutions on piloting special mechanisms and policies for Hanoi, amending and supplementing Resolution No. 98/2023/QH15 on piloting some special mechanisms and policies for the development of Ho Chi Minh City... are also typical examples of innovative thinking associated with strengthening decentralization and delegation of power, creating new development spaces for special urban areas that are playing a driving role for the whole country.

The professionalism and efficiency of the Session were clearly demonstrated through the expeditious work progress and close coordination among the National Assembly's agencies, drafting bodies, and individual delegates. Many sessions were held with a large volume of agenda items for consideration and discussion, requiring thorough preparation, in-depth debate, and the ability to process information quickly yet cautiously and systematically. This reflected the maturity in the legislative skills of the delegates, particularly their proactive approach in research, critical analysis, and contributions to policy improvement from the delegates, National Assembly agencies, and drafting bodies.

However, the large number of laws and resolutions passed at the Session, and the fact that most were considered and approved through the prescribed procedures within a single Session, places a significant responsibility on the Government, ministries, and localities in organizing their implementation to immediately promote the innovative and groundbreaking spirit of these laws and resolutions. In particular, the issuance of detailed regulations for laws and resolutions in emerging fields such as artificial intelligence, e-commerce, and cybersecurity requires extensive consultation with experts, the business community, and international experience to ensure feasibility, reduce compliance costs, streamline administrative procedures, and promptly adapt to the rapid changes in technology.

Therefore, the National Assembly and its Standing Committees, even after their terms have ended, still need appropriate mechanisms and methods to ensure uninterrupted oversight of the implementation of laws and resolutions, primarily the issuance of guiding documents for the implementation of laws and resolutions passed by the National Assembly.

The National Assembly may request the Government and relevant agencies to regularly review and report at sessions of the National Assembly Standing Committee on the progress and quality of detailed regulations and implementation roadmaps for each law and resolution, linking this to the accountability of the Government and each ministry and sector; and request agencies representing the voice of the people and the business community to provide feedback and assessments on the implementation of laws...

The conclusion of the Tenth Session also marks a time to reflect on the historically significant journey of the 15th National Assembly. From groundbreaking decisions in response to the pandemic to establishing a legal framework that paved the way for organizational reform, "reorganizing the country," digital transformation, research and development of artificial intelligence, cybersecurity, big data, the digital technology industry, culture, education, health, and caring for the people's lives... - the National Assembly has affirmed its central role in building a socialist rule of law state, laying the foundation for a professional, transparent, modern, and efficient governance model.

The success of the Tenth Session also lies in the depth of legislative thinking innovation, in the ability to anticipate and respond to policies quickly and promptly, and in the determination to institutionalize the Party's resolutions through high-quality laws and resolutions. These results create a solid foundation for the country to enter a new era of development.
