Hanoi Party Secretary Nguyen Duy Ngoc: Expanding the experience of land clearance for Ring Road 1 to ensure the progress of other projects.

On the afternoon of December 11th, Hanoi City held a conference to evaluate and draw lessons from the land clearance work for Ring Road 1 (Hoang Cau - Voi Phuc section).

Site clearance basically completed

At the conference, Vice Chairman of the Hanoi People's Committee Truong Viet Dung stated that for many years, the area where the Ring Road 1 construction project (Hoang Cau - Voi Phuc section) is planned has been a hotspot for infrastructure and traffic congestion.

With narrow roads, high population density, and dilapidated infrastructure, residents are restricted from repairing and constructing, leading to prolonged social unrest and directly impacting the quality of life and urban aesthetics. Therefore, resolving these bottlenecks is of particular importance, creating a foundation for the comprehensive upgrading of technical infrastructure, improving transportation, living, and production conditions, and enhancing the value of urban land use.

Under the close guidance of the City Party Committee and the decisive involvement of the entire political system, the land clearance work for the project has been basically completed. The total area recovered reached 153,341 m², affecting 1,983 households and organizations. O Cho Dua and Giang Vo wards have completed 100% of the households; Lang ward still has one organization completing the procedures.

According to Vice Chairman Truong Viet Dung, this result reflects the political determination and unified leadership methods of the city, and affirms the correctness of the policy of decentralization and delegation of power.

From the outset, recognizing land clearance as a critical bottleneck determining progress, the Standing Committee of the City Party Committee, headed by the City Party Secretary, regularly received reports, directed the resolution of each obstacle, and closely monitored developments on the ground weekly.

On December 4th, the City People's Committee issued a decision setting the deadline for land clearance before December 15th, 2025, and the entire project within 2026, establishing a clear timeline, discipline, and close coordination mechanisms between all levels and sectors.

In parallel with the progress, the city has approved 16 support policies before July 1, 2025, and supplemented mechanisms for social housing and housing support for disadvantaged cases. These policies are public, transparent, and in accordance with regulations, ensuring the rights of citizens, contributing to resolving long-standing issues, and fostering social consensus.

Seven lessons learned

According to Truong Viet Dung, Vice Chairman of the Hanoi People's Committee, some general lessons can be drawn from the implementation of large-scale projects.

Firstly , the role of the leader is decisive: Where the Party Secretary or Chairman directly directs, inspects, and engages in dialogue, progress is significantly improved and administrative discipline is enhanced.

Secondly , the synchronized involvement of the entire political system is a prerequisite. Unified understanding and smooth coordination help maintain progress and ensure political and social stability.

Thirdly , timely removal of obstacles in mechanisms and policies is crucial. Specific support policies, if issued at the right time and by the right authority, will create direct changes in land clearance.

Fourth, decentralization and delegation of power, coupled with a two-tiered government model, helps shorten work processing times and increase the proactive role of the ward People's Committee.

Fifth , ensuring sufficient housing and land funds for resettlement from the outset creates peace of mind for the people, shortens the negotiation time, and limits prolonged disputes.

Sixth , strengthen inspection and supervision throughout to ensure that policies are implemented correctly, promptly correct shortcomings, and consolidate public trust.

Secondly , promoting flexible and creative approaches at the grassroots level, from meeting with individual households, listening to their concerns, and persuading them, to applying digital platforms to update daily progress and quickly address requests, has yielded clear results.

According to Vice Chairman of the City People's Committee Truong Viet Dung, based on the results achieved, the City People's Committee is committed to handing over the cleared land on schedule, before December 15, 2025. At the same time, it will direct the organization of construction immediately after receiving the land, and strictly manage and protect the cleared land to prevent new violations from occurring.

The City People's Committee will also continue to review and systematize the approved specific policies so that communes and wards have a basis for consistent application during implementation.

At the conference, Tran Dinh Cuong, Director of the Hanoi City Civil Construction Investment Project Management Board, affirmed that immediately after receiving the cleared site, the Board will work with the contractor and is determined to complete the technical opening of the route before January 15, 2026, as directed by the City Party Secretary Nguyen Duy Ngoc.

Clearly define responsibilities and create synergy to accelerate project progress.

In his concluding remarks at the conference, City Party Secretary Nguyen Duy Ngoc expressed his gratitude and commendation to the officials, civil servants, neighborhood committee members, and people of the three wards of O Cho Dua, Lang, and Giang Vo for their consensus in completing the land clearance work for the Ring Road 1 project (Hoang Cau - Voi Phuc section).

The Secretary of the Hanoi Party Committee emphasized that, in the process of national and capital city development, the completion of planning and implementation of projects plays a particularly important role. In particular, land clearance is a key task that determines the progress and effectiveness of implementation.

Party Secretary Nguyen Duy Ngoc proposed replicating the methods and experiences from the land clearance work of the Ring Road 1 project, creating a foundation to accelerate the progress of other key projects in the city. In the coming time, leaders, officials, and staff at the commune and ward levels must clearly define their tasks and responsibilities, linking each task to a specific roadmap, ensuring serious and timely implementation.

"Experience from the land clearance work for the Ring Road 1 project shows that, in the past, we have acted decisively, made breakthroughs, and received the consensus of the people and organizations."

"The city has specifically assigned city leaders and departments to coordinate the implementation of tasks – this is an approach that needs to be further promoted. Tasks under the responsibility of the locality must be clearly defined, and the tasks of departments must also be clearly delineated, aiming to create synergy throughout the city," the City Party Secretary emphasized.

According to Party Secretary Nguyen Duy Ngoc, the city is focusing on addressing five pressing issues (flooding, environmental pollution, traffic congestion, urban order, and food safety). In the process of resolving these issues, departments, agencies, and localities must clearly assign responsibilities, tasks, levels of authority, and timelines for implementation.

In addition, we will continue to decentralize power and authority so that localities can make decisions, take action, and be held accountable, with the goal of better serving the people and businesses and fostering local development.

Regarding the Ring Road 1 project (Hoang Cau - Voi Phuc section), City Party Secretary Nguyen Duy Ngoc requested that localities through which the project passes continue to coordinate with the City's Civil Construction Investment Project Management Board to clean and tidy up the areas that have been cleared for construction. At the same time, he urged the public to beautify the streets, ensuring urban aesthetics.

Party Secretary Nguyen Duy Ngoc instructed the City's Civil Construction Investment Project Management Board to immediately calculate the earliest possible construction plan and to minimize disruption to people's transportation during the construction process.
