The widespread impact of successful "People's Mobilization" models in Can Tho.

On September 15, 2025, the People's Committee of Can Tho City issued Plan No. 70/KH-UBND on implementing mass mobilization and grassroots democracy work in the city from now until the end of 2025. In the context of the city having recently reorganized its commune-level administrative units after mergers, this Plan emphasizes the need to build and replicate successful models and best practices of "effective mass mobilization" from the grassroots level, fostering consensus and participation from the people, in order to maximize resources for the city's construction and development.

Typical models

In the process of building "effective mass mobilization" models from the grassroots level in recent times, the Can Tho City Party Committee has oriented these models to be linked to political tasks and the pressing needs of the people at the grassroots level; they must be measurable by specific indicators such as the number of bridges built, the number of houses constructed, the length of canals and roads cleaned, the number of poor households receiving care for house repairs and construction, etc.

Based on that orientation, the mass mobilization system, the Fatherland Front, and mass organizations at all levels have proactively stayed close to the grassroots, reviewed, registered, and improved the quality of "Effective Mass Mobilization" models according to the motto: "Unleashing the people's strength, linking the responsibility of cadres and Party members to every alley, canal, garden, house, meal, and classroom."

The military and civilians in the province have become closer through effective "people mobilization" models.

Agencies and units within the city's armed forces also regularly innovate the content and methods of mass mobilization; proactively grasp and accurately predict the situation, advise and coordinate with localities to flexibly apply the content and forms of mass mobilization work, and promptly join hands to resolve difficulties and grievances among the people. Simultaneously, the City Military Command has signed cooperation programs with the City Party Committee's Propaganda and Mass Mobilization Department and other political and social organizations to carry out mass mobilization work and build effective mass mobilization models.

In Ninh Kieu ward, the "Urban Bell" model was introduced as a soft measure to change the habit of irresponsible littering. The People's Committee and the Front Committee in each area organized neighborhood meetings to disseminate and explain the benefits of maintaining public hygiene. They coordinated with residents to establish regulations, agreeing on designated times for garbage disposal in each alley and neighborhood, and installing bells to remind people to collect garbage on time, preventing indiscriminate littering and late-night dumping. After a period of implementation, many alleys in the ward that were previously overflowing with garbage are now cleaner and more presentable thanks to regular garbage collection, eliminating the problem of littering.

In Thuan Hung ward, the "Lighting Up Rural Roads" model is also widely implemented. Local authorities coordinate with residents, businesses, and social organizations to discuss needs and methods of contribution, then agree on a plan and assign specific tasks for mobilizing funds, materials, and labor to install lighting systems on rural roads, internal field roads, and residential roads. The illuminated lighting system not only facilitates traffic at night but also ensures rural security and order.

One of the outstanding examples of "effective community mobilization" in Soc Trang ward is the modern agricultural economic model called "Tam Hoi Sugar Plum." Here, people are helped to invest in greenhouses, apply production processes according to VietGAP standards, and use biological products to ensure food safety and environmental friendliness.

As a result, many agricultural products have been branded, labeled with traceability tags, and many batches have met OCOP standards, gaining the trust of consumers in the Mekong Delta and many other localities nationwide. This model not only helps farming households in the ward increase their income but also contributes to spreading clean and sustainable agricultural practices; creating a safe product supply chain, increasing the value of agricultural products, and contributing to local economic development.

Through the "Effective Mass Mobilization - Good Mass Mobilization Unit" movement in 2025, the city's armed forces have also implemented many models with high humanitarian and social value, such as supporting the construction of houses for policy beneficiary families and poor households; mobilizing contributions to repair roads, bridges, and streetlights; supporting poor students; providing gifts and necessities; implementing "Zero-Cost Stalls"... In particular, the "Meals of Compassion" model of the Staff Department of the City Police, held twice a month, has served more than 200 meals each time to patients and their relatives in difficult circumstances at Hau Giang General Hospital.

From the exemplary "effective mass mobilization" models mentioned above, it can be seen that, first and foremost, these models originate from the actual and specific needs and aspirations of the people, such as maintaining hygiene, rural bridges, housing, rural road lighting, medical treatment costs, and increasing the value of agricultural products. Therefore, when properly mobilized and organized, people are willing to cooperate and contribute resources, thereby creating community strength to achieve these goals.

These models have spread widely to many forces in society, yielding clear, quantifiable results, allowing people to objectively assess the effectiveness of mass mobilization work, avoiding formalism and the pursuit of achievements for the sake of appearances. On the other hand, combining mass mobilization work with new requirements such as developing clean agriculture, building OCOP products, protecting the environment, improving urban landscapes, etc., shows that the "Skilled Mass Mobilization" models in Can Tho City have created a strong impetus for the city's rapid and sustainable development.

The success of exemplary "People's Mobilization" models in Can Tho also demonstrates the synchronized involvement of the entire political system at the grassroots level. The Fatherland Front, mass organizations, armed forces, businesses, and citizens all participate from the discussion and contribution stages to management and supervision, contributing to the creation of an "ecosystem" for practicing democracy at the grassroots level. This "ecosystem" is where citizens are not merely recipients of services, but truly become active participants in policy-making, infrastructure development, and the implementation of effective livelihood methods right where they live. This is also an important foundation for the city to continue leveraging the people's strength, consolidating trust, and fostering consensus among the people in the new development phase.
