It is necessary to bind investors' responsibilities with people's long-term livelihoods in land acquisition projects.

National Assembly Delegate Nguyen Hoang Bao Tran, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, suggested that the National Assembly needs to assess the impact on people's lives in all land acquisition projects, thereby designing long-term livelihood policies, not short-term support.

On the afternoon of December 8, participating in giving comments on the Investment Policy for the Gia Binh International Airport Construction Project , delegate Nguyen Hoang Bao Tran (HCMC delegation) expressed his strong support for the Gia Binh Airport investment policy. However, the delegate was concerned about the impact on the security - livelihood and future of 7,100 affected households, of which 5,800 households must be resettled.

According to the delegate, when land is recovered, what people worry about most is not whether the compensation price is high or low, but how they will live after receiving the compensation money? Will they have jobs? Will their children have a stable place to study?

Gia Binh International Airport is located in Gia Binh, Luong Tai, Nhan Thang, Lam Thao communes of Bac Ninh province, built according to the 4F standards of the International Civil Aviation Organization, with a capacity of about 30 million passengers, 1.6 million tons of cargo per year by 2030 and 50 million passengers, 2.5 million tons of cargo by 2050.

Total investment capital is about 196,370 billion VND, including 2 phases, using investor capital.

Delegates said that the airport opens up great opportunities, but the job positions in the airport require high qualifications, from aviation security, ground engineering, operations, non-aviation trade, to logistics. This does not mean that just giving priority to local people will help them get jobs at the airport.

The female delegate emphasized: "We need to more fully recognize the impacts that the project brings, not only to the Gia Binh project, but also as an important lesson for all land acquisition, relocation, and resettlement projects nationwide."

"We cannot just look at the construction speed and forget about the lives of the people who are giving up their land for development," the female delegate suggested that the National Assembly must have mandatory assessments of the impact on people's lives for all land acquisition projects, thereby designing long-term livelihood policies, not short-term support.

In particular, the delegate emphasized the need to build a mechanism to bind investors' responsibilities. Investors cannot just pay and then end their responsibilities, but need to create a project area Livelihood Development Fund to support vocational training, create jobs, and support the disadvantaged; publicly commit to social responsibility in each project phase.

"Don't let people live in a state of anxiety, confusion, and panic, just hoping that the project doesn't go through their land. That mentality shows that for many years, a part of development projects has not really put people at the center of their interests," the female delegate expressed.

Explaining to the National Assembly about the investment policy of Gia Binh International Airport, Minister of Construction Tran Hong Minh said that the project is a strategic decision, a breakthrough in restructuring the aviation network in the capital region. Research results show that Noi Bai International Airport is overloaded, while the expansion plan faces many difficulties due to high land clearance costs, especially to form independent runways.

According to the Minister, Gia Binh airport will contribute to sharing the load for Noi Bai, and at the same time restructure the aviation network according to the multi-center model. Simultaneous exploitation of many airports in a region has been applied by many countries. The aviation management agency will establish a common airspace, each flight route is designed separately by satellite navigation to ensure safe distance, limit intersections and conflicts.

Regarding issues related to the relocation of relics and housing, the Minister said that during construction, solutions will be applied to preserve the architectural form of the relics, moving them in accordance with the wishes of the people and the regulations on conservation. In addition to compensation costs, the project also has funding to support people to stabilize their lives in the new resettlement area, this will be implemented by the local government according to regulations.
