In that context, policy credit, especially loans for job creation, has been identified as one of the important "levers" to help local people restore production, develop livelihoods, overcome difficulties and gradually stabilize their lives right in their homeland.

In recent times, especially in November 2025, the weather in Quang Tri has been complicated when it was continuously affected by storms No. 10 and 11 along with prolonged heavy rains. Many areas in the province, especially mountainous and low-lying areas, were deeply flooded for a long time. Thousands of houses were affected, many areas of crops and livestock were severely damaged, and people's already difficult lives became even more difficult...

With the motto "where the water recedes, help the people there", the Vietnam Bank for Social Policies (VBSP) branch in Quang Tri province has proactively coordinated with local authorities, socio- political organizations and the network of savings and loan groups, urgently reviewed the needs, guided people to access preferential capital sources, and flexibly shortened procedures to promptly disburse to households severely affected by natural disasters. VBSP has added 250 billion VND in loans under the job creation program and 100 billion VND for the clean water and rural environmental sanitation program, creating important resources to help local people soon restore production and stabilize their livelihoods.

In My Thuy, Hai Lang and Nam Hai Lang communes... one of the areas heavily affected by floods, many households have received support from policy credit capital to overcome the consequences of natural disasters. The family of Mrs. Pham Thi Ly, Dien Khanh village, My Thuy commune is one of the typical cases. Mrs. Ly said that the storm in November 2025 caused significant damage to the area of ​​​​growing chives (shallots) and seriously affected her family's pig farming activities, with a total estimated loss of nearly 60 million VND... In difficult times, needing capital to restore production, her family was lent 100 million VND by the Hai Lang Social Policy Bank Transaction Office under the job creation program. With capital in hand, Mrs. Ly quickly repaired barns, invested in breeding animals, continued to develop a model of breeding pigs, and gradually stabilized after the natural disaster.

Not only in Hai Lang area, in Ba Don, the source of loans to create jobs is also showing practical effectiveness. After the recent floods, many households have promptly accessed policy credit capital to overcome the consequences of natural disasters and restore production. For the people here, preferential capital is not only a simple financial support, but also a "lifebuoy" to help them maintain their livelihoods and stabilize their lives in the most difficult period.

Before the natural disaster, the loan program to support job creation, maintenance and expansion of the Social Policy Bank had contributed to helping many households in Quang Tri gradually escape poverty. The story of Mr. Ho Van Ty, in Vinh Linh commune, is a clear example. Starting from a small-scale livestock household with unstable income, after being consulted by staff of the Vinh Linh Social Policy Bank Transaction Office, Mr. Ty boldly borrowed capital under the job creation program to invest in economic development. From a few initial pigs, his family has now expanded the herd to 70, including 14 sows. In addition, he and his wife also raise goats, cows, chickens and cultivate rice on an area of ​​about 1 hectare...

“On average, each year, the livestock and crop farming model brings my family more than 200 million VND. Life is gradually stabilizing, we have the conditions to take care of our children and reinvest in production,” Mr. Ho Van Ty shared.

Mrs. Loi said that in 2007, her family started borrowing capital from the job creation program of the Vietnam Bank for Social Policies. At that time, 20 million VND was a large amount of money, with which she invested in raising cows. Over time, the herd of cows grew to nearly 15. From this source of income, her family continued to invest in raising egg-laying chickens, meat chickens and pigeons, diversifying their livelihoods.

Thanks to hard work and effective use of loans, Mrs. Loi's family earns over 100 million VND per year, builds a solid house, and educates her children. Not only does she enrich her family, she also becomes an example for many households borrowing money in the area to learn and follow.

To improve the efficiency of loan capital to create jobs, the People's Credit Fund of Quang Tri province has strengthened coordination with relevant agencies to promote the dissemination of preferential credit policies; advise and guide people to choose production models suitable to their actual conditions; and at the same time, focus on inspection, supervision, and debt collection to speed up capital turnover. In reality, most borrowers use capital for the right purpose, repay principal and interest in full, and promote the efficiency of capital after borrowing...

This adjustment has profound humanitarian significance, contributing to reducing financial pressure on people in the context of having to make efforts to overcome the severe consequences of natural disasters.

It can be affirmed that in Quang Tri as well as many other localities in the country, policy credit is not only a pure financial resource but also a bridge of trust, empowering people, especially ethnic minorities and mountainous areas, to confidently rise up to take control of their lives. When having access to preferential loans, along with technical support, product consumption and market connection, the goal of sustainable poverty reduction and comprehensive regional development will be increasingly realized.
