In the process of multidimensional poverty reduction, in addition to the participation of the entire political system, promoting the role of lending organizations becomes an important link, ensuring preferential credit resources reach the right subjects and for the right purposes.
In Vung Ang ward, the loan group model operates in a disciplined and tight manner, creating conditions for many poor, near-poor and disadvantaged households to boldly invest in developing their livelihoods, gradually rising up to escape poverty sustainably.

Standing out among them is the Long Son Residential Area Loan Group, one of the most effective groups in the ward. The group currently has 51 members, with a total outstanding loan balance of 2.7 billion VND, mainly focusing on livestock models, small services and production development. The head of the group is Mr. Le Sinh - Head of the Long Son Residential Area Farmers' Association, who has been involved in policy loan management for 10 years. With the working style of "going to each household, paying attention to each loan", Mr. Sinh is trusted by the people for his dedication and responsibility.
Mr. Sinh shared: “In order for the policy capital to be effective, the team leader must have a firm grasp of the situation of each household. We not only collect and spend according to regulations, but also directly guide people to build appropriate production plans, remind them to pay interest on time, and accompany them when they encounter difficulties. This is the way to keep the capital circulating stably and for the right purpose...”.


Thanks to the close support from the loan group, many households have boldly expanded their production. Notably, the model of burning wood to make charcoal of Mr. Nguyen Van Hai (born in 1974, Long Son residential group). In 2013, he opened a model of producing wood to make charcoal. Over the years, he boldly borrowed 90 million VND from the social policy bank through the Long Son loan group to invest in and expand the charcoal furnace. From the initial small model, up to now, Mr. Hai's facility has become a stable production point in the area.
Mr. Hai said: “Thanks to the initial loan, I was able to build a furnace and buy machinery. At first, I worked and learned at the same time, but the more I worked, the more experience I gained. Now, each month, I export about 400 bags of coal to the local market and neighboring provinces. Estimated income is 700 - 800 million VND/year, creating regular jobs for 3 workers...”.
Mr. Hai’s story is a clear demonstration of the effectiveness of policy credit when it reaches the right people, the right needs. From a poor household, he has become the owner of a production facility, has a stable income and actively supports the community.
In Truong Son residential group, the loan group headed by Mr. Luong Van Thanh is one of the groups with large outstanding loans. Mr. Thanh currently manages 34 loan members with a total capital of nearly 2 billion VND. Most of the loan households belong to the livestock development group, especially models of raising buffaloes and cows for reproduction, a livelihood direction suitable to local conditions.


Mr. Thanh shared: “We regularly check and remind each borrower, requiring them to use the capital for the right purpose. Thanks to that, most borrowers have stable incomes and many have escaped poverty and near-poverty. The most important thing is that people know how to use capital in the right place, gradually improving their production capacity...”.
Not only does it manage capital tightly, Truong Son Loan Group is also an important support to help many households boldly develop suitable livelihood models. Among them, the case of Ms. Nguyen Thi Hoa is proof. For many years, she was a poor household with unstable income, and relied only on a few acres of land and seasonal hired work.
In 2020, through the guidance of the Truong Son loan group, she boldly borrowed 50 million VND from the loan group of the social policy bank to develop a model of raising beef and breeding cows. From the initial 2 cows, her family's herd now has about 10 cows, with stable rotation, bringing in a steady income every year and helping the family gradually rise up.

Ms. Hoa shared excitedly: “Without preferential capital, my family could not have done it properly. The loan group gave us very detailed instructions from the time of making the application to how to raise and prevent diseases for cows. Thanks to that, the family economy is more stable, the children can study fully, life is less difficult...”.
From these loan groups, the image of people boldly investing in raising cows, chickens, pigs, providing services, opening shops, etc. is no longer strange in Vung Ang ward. Small but sustainable models, suitable for the capacity and resources of each family, have contributed to creating a diverse "livelihood picture" of the locality.
Mr. Nguyen Van Giap - Vice Chairman of Vung Ang Ward People's Committee said: "The loan group is an extension of the government in implementing the poverty reduction target. Thanks to strict management, the responsibility of the group leaders and the initiative of the people, the effectiveness of the ward's policy credit is increasingly evident. Many poor households have had stable incomes, some have risen to do well in business...".
In the context of the increasing demand for loans for economic development, Vung Ang ward aims to continue improving the quality of operations of loan groups; strengthen training and skill development for group leaders; closely coordinate with the social policy bank to expand lending according to each need group: livelihood, livestock, small production, services, etc.
The practical effectiveness of the loan models shows that when capital reaches the right hands, when people are fully guided and have the will to rise up, policy credit truly becomes a powerful lever to help reduce poverty sustainably. Serious and dedicated loan groups such as Long Son and Truong Son are important nuclei contributing to bringing the poverty reduction policies of the Party and State into life.
