In Ho Chi Minh City, the Ministry of Science and Technology, in collaboration with the Center for Digital Transformation Support and Consulting, organized a workshop and announced a series of specific incentives for concentrated digital technology zones under the new Law on Digital Industry Technology. These policies are considered a crucial link in the strategy to attract technology investment, especially as Vietnam aims to establish regionally competitive production and innovation centers.
According to the Department of Information Technology Industry, businesses investing in the digital technology zone will enjoy a preferential tax rate of 10% for 15 years, with a 4-year exemption and a reduction for the following 9 years. In addition, businesses will be exempt from all land rent, work permits, and visas for experts for 5 years, and will be exempt from personal income tax for 5 years. Projects with a scale exceeding 6,000 billion VND will be considered for an extension of the preferential period.
Mr. Nguyen Anh Tuan from the Information Technology Industry Department, Ministry of Science and Technology, stated: "In addition, the Government has issued Decree 30, completely exempting land use fees for investment projects in the construction of digital technology zones and key investment projects in the construction of digital technology and semiconductor manufacturing."
In fact, these incentives are having a clear effect in localities. The new policy is playing a crucial "lever" role in competing to attract large technology corporations.
Mr. Pham Dinh Thanh - Member of the Board of Directors of Saigon Real Estate Corporation, the investor of Yen Binh Technology Park, shared: "With policies on tax exemptions and reductions, administrative procedure simplification, and preferential visa policies, leading investors from around the world are coming to work and create products for our country."
In Ho Chi Minh City, Quang Trung Software Park – a pioneering digital technology park model in the country – is shifting towards a "digital, green, and smart city" model, investing in cloud infrastructure, big data, and cybersecurity. Representatives from the park assess that this new mechanism helps businesses reduce costs and increase competitiveness.
Mr. Phan Phuong Tung, Director of the Ho Chi Minh City Center for Digital Transformation and Support, stated: "Currently, the mechanism is very open and provides very favorable support for investment as well as support activities for both workers and businesses operating in the digital technology industrial park."
Tax incentives, land use rights, and streamlined procedures are significantly reducing investment costs, helping Vietnam enhance its competitiveness with regional technology hubs. For strategic sectors such as semiconductors and the digital industry, the formation of specialized technology zones will attract capital and high-quality human resources.
