In his closing remarks at the press conference, the Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Manh, stated that the press conference had been lively, clarifying the issues raised by journalists and reporters, closely following the realities from the parliamentary sessions; demonstrating the responsibility, concern, and sensitivity of reporters and journalists towards important national issues and issues of the National Assembly.

Along with monitoring and deciding on important national issues, the legislative activities at this session continue to demonstrate a consistent viewpoint in line with the Party and State's policy on renewing legal thinking and reforming institutions, so that "the law leads the way for development".

Emphasizing the crucial role of reporters and journalists in contributing to the overall success of the Tenth Session, the Secretary General of the National Assembly and Head of the National Assembly Office thanked the team of reporters and journalists for always standing by, accompanying, spreading, and truly being a reliable bridge, conveying the thoughts and aspirations of voters and the people nationwide to the National Assembly. At the same time, they promptly reflected the contents of the draft laws being considered in the National Assembly to social life and the people.

Following the conclusion of the Tenth Session, the Secretary General of the National Assembly and Head of the National Assembly Office requested that in the coming period, press agencies continue to widely publicize the important decisions made at the Session, contributing to the successful implementation of socio -economic development tasks in the coming time. Along with that, they should strengthen communication about the activities of the National Assembly, including the preparation for the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term; the commemoration of the 80th anniversary of the first general election to elect the Vietnamese National Assembly; and the awarding ceremony of the fourth National Journalism Award on the National Assembly and People's Councils (Dien Hong Award).

Answering a reporter's question about the significance of personnel work at the Tenth Session, Deputy Chair of the Committee on Delegate Affairs Ta Thi Yen said that the personnel restructuring at this Session is of paramount importance.

Ensuring continuous, unified, effective, and efficient leadership of the state apparatus is crucial. All positions elected and approved by the National Assembly are key positions within the organizational structure. Therefore, timely personnel restructuring must ensure smooth leadership and management, leaving no gaps in any area.

Regarding the quality of personnel, the Vice Chairman of the Committee on Delegate Affairs stated that the personnel selection process at the Session was conducted rigorously, systematically, and in accordance with the Party's regulations and the State's laws; clearly demonstrating the principles of democratic centralism, objectivity, openness, and transparency; and strengthening the people's trust in personnel work and the supreme oversight of the National Assembly.

Furthermore, to meet the requirements and tasks of the new period, especially as the country is entering a phase of strengthening and perfecting institutions, implementing a two-tiered local government model, and preparing for the 16th National Assembly term, the timely consolidation of leadership positions also helps the apparatus have sufficient capacity, determination, and resources to implement the major policies set forth by the Party and the State.

"Personnel work at the Tenth Session is not only an organizational requirement but also an important solution to enhance national governance capacity, ensure the stable and synchronized operation of the apparatus, and aim towards serving the people and building the country," the Vice Chairman of the Committee on Delegate Affairs emphasized.

Focus on enhancing strategic autonomy and establishing a new growth model.

Responding to a reporter's question about the double-digit growth target, National Assembly Deputy Pham Thi Hong Yen, a full-time member of the Economic and Finance Committee, said that this target reflects the aspiration for breakthroughs and the very high determination of the entire political system in the new development phase of the country.

To achieve this goal, the Economic and Financial Committee believes that, by 2025, the Vietnamese economy will still face many major challenges, requiring highly proactive, flexible, and synchronized policy management.

Analyzing three major challenges related to maintaining macroeconomic stability; the internal structure of the economy; and the capital market, real estate, and corporate bonds, a National Assembly delegate working full-time on the Economic and Financial Committee stated that the Committee proposes a comprehensive and decisive system of solutions to create new momentum for growth and strengthen the foundation of macroeconomic stability.

Accordingly, the top priority is to continue promoting growth while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and keeping public debt and budget deficits within prescribed limits. Given the limited remaining fiscal and monetary policy space, the coordination of these two policies needs to be extremely close, flexible, and harmonious. Fiscal policy plays a leading role through aggressive disbursement of public investment, expanding investment in strategic, modern, and integrated infrastructure, focusing on projects with high connectivity and spillover effects at the regional, national, and international levels.

The second key solution is a substantive breakthrough in institutions and the creation of a favorable, safe, and healthy investment and business environment; focusing on thoroughly removing bottlenecks in laws on land, investment, planning, construction, environment, agriculture, administrative procedures, etc. This is also one of the solutions addressed by laws passed by the National Assembly at the Tenth Session to resolve and remove these bottlenecks.

"With transparent, stable, and consistent institutions, this is a prerequisite for effectively mobilizing and allocating resources to serve growth; using tangible results in implementation as a measure of the effectiveness and success of policy decisions," emphasized the National Assembly representative working full-time on the Economic and Financial Committee.

Furthermore, the National Assembly deputies working full-time on the Economic and Financial Committee emphasized the need to focus on enhancing strategic autonomy and establishing a new growth model, with science, technology, innovation, and transformation as the main driving forces. This is the decisive factor for rapid and sustainable growth. Besides promoting industrialization and modernization, and developing key foundational industries, it is necessary to implement favorable policies and mechanisms to develop new economic models, new business models, new fields, and new technologies such as semiconductors, renewable energy, artificial intelligence, biotechnology, the digital economy, and the circular economy.

In addition, it is necessary to focus on strongly developing the private economic sector, unlocking resources, diversifying medium and long-term mobilization tools; effectively attracting domestic and international capital, operating the international financial centers in Ho Chi Minh City and Da Nang efficiently, and implementing the Law on Specialized Courts at the international financial centers so that they can be quickly put into operation.

Simultaneously, promoting the development of modern, high-quality human resources is the long-term foundation that determines the quality of growth, closely linking training with market needs, and focusing on digital skills, automation technology, and innovation management.

Continue implementing several aspects related to press planning.

Responding to a reporter's question about the leading media outlets at the local level, Deputy Chair of the Committee on Culture and Social Affairs Nguyen Thi Mai Hoa clarified that this is a matter of great interest to National Assembly deputies as well as media outlets and reporters. The revised Press Law does not stipulate the establishment of leading multi-media media outlets at the local level; this falls under the authority of the Government to decide.

The Deputy Chairman of the Committee on Culture and Social Affairs stated that Article 15 of the amended Press Law stipulates the role of press agencies, including key multi-media press agencies with various types of media and as subordinate press agencies, possessing a special financial mechanism and established in accordance with the strategy for developing and managing the press system. The regulation of the development strategy and management of the press system is also related to press planning and falls under the authority of the Government. "This is why the amended Press Law does not include provisions on this matter for localities," the Deputy Chairman of the Committee on Culture and Social Affairs clarified.

Regarding the question of "when it can be implemented," the Vice Chairman of the Committee on Culture and Social Affairs clarified that, during the process of receiving feedback from National Assembly deputies and providing explanations, "this is something that the reviewing agency and the drafting agency have discussed extensively." Currently, the Government has assigned the Ministry of Culture, Sports and Tourism to summarize the current plan for the development and management of the press. This is a very important condition because, based on practical experience and the issues raised after the summary, we can develop solutions to build leading multi-media press agencies at the central and local levels.

In addition, based on the overall assessment, the Government will also seek opinions from competent authorities on the continued implementation of some contents related to the press planning; adding new perspectives to create the most favorable conditions for press agencies to operate and develop, meeting the requirements of the new era.

Regarding Hanoi and Ho Chi Minh City, the Vice Chairman of the Committee on Culture and Social Affairs stated that these two cities have many favorable conditions for piloting multi-media flagship press agency models. With the spirit of a decisive government that matches words with actions, the Vice Chairman of the Committee on Culture and Social Affairs expressed confidence that the Government will direct the Ministry of Culture, Sports and Tourism to expedite the evaluation, summary, and submission of opinions to competent authorities.

On behalf of the Committee on Culture and Society, Vice Chairwoman Nguyen Thi Mai Hoa stated that the Committee will be responsible for overseeing the best possible preparation of sub-legal documents so that the amended Press Law can be quickly implemented after it comes into effect on July 1, 2026.
