Since receiving the local authorities' notice of land acquisition for the Tran Duong - Hoa Binh Industrial Park Infrastructure Construction and Business Investment Project (Tran Duong - Hoa Binh Industrial Park), Mr. Do Duc Thien and many other households in Nguyen Binh Khiem commune, Hai Phong city, have expressed their support. Mr. Thien said: "My family has 2 sao (approximately 0.2 hectares) of cultivated land within the area to be acquired for the project. I strongly support the policy of building the Tran Duong - Hoa Binh Industrial Park, so I am ready to hand over the land to the investor to implement the project."
Tran Duong - Hoa Binh Industrial Park Project (Area A) Phase 1, invested by Titan Hai Phong Joint Stock Company, is being implemented in the former Hoa Binh commune, now Nguyen Binh Khiem commune.
The project has a total land area of 207.95 hectares, of which the industrial park area is 207.64 hectares; the traffic connection land area is 0.31 hectares. In the first phase, more than 95 hectares of land from 986 households and a number of organizations and individuals will be recovered.
Recognizing the importance of the project, Nguyen Binh Khiem commune has recently intensified its efforts to raise awareness among all segments of the population, fostering consensus in land clearance work. Simultaneously, it has promptly implemented measures such as notifying land acquisition, determining land ownership, conducting land inventory, and developing compensation and resettlement plans for affected households.
With the motto of "doing easy things first, difficult things later, handling difficulties and obstacles in a timely manner to meet the set progress requirements", the Commune People's Committee established working groups and assigned specific tasks to members. In which, the first phase strives to complete handing over the site to the investor in the first quarter of 2026.

Speed up progress
Despite significant efforts in land clearance, the locality still faces many difficulties, such as some households losing their land use right certificates or not yet receiving them, discrepancies between the area figures on the cadastral survey and the records stored at the commune People's Committee, and a large volume of graves requiring inventory and relocation assistance. These obstacles have slowed down the progress.
In addition, the commune has not completed the inventory, determined the origin of the land and made a compensation plan for the households whose land was recovered. It has not completed the inventory and the plan to support the relocation of more than 200 graves and the relocation of the 35 kV line.
Chairman of the People's Committee of Nguyen Binh Khiem Commune, Doan Phung Trinh, said: The project has a large scale, related to land acquisition of many organizations and individuals. During the implementation process, a number of problems and difficulties arose, so the progress of site clearance for the project is still slow.
To overcome this situation, in the coming time, the Commune People's Committee will resolutely take action and quickly complete the work contents. In particular, speed up the progress of inventory, make compensation plans, and support site clearance for households that have complete and valid documents.

For households with incomplete documentation, the Commune People's Committee has assigned the Economic Department to coordinate with the Vinh Bao Branch of the Land Registration Office to make copies of land use right certificates as a basis for determining land origin according to regulations; quickly complete the land origin extract; finalize the determination of specific land prices to calculate compensation and support for land clearance; and submit, appraise, and approve the compensation and support plan for land clearance.
Nguyen Binh Khiem commune strives to basically complete the draft compensation and support plan for land clearance by December 15th, publicly posting it to households; completing the plan for connecting irrigation and restoring irrigation and drainage canals, the compensation and support plan for land clearance for the water supply plant; relocating the 35 kV power line...
The People's Committee of Nguyen Binh Khiem commune requests the Vinh Bao Area Project Management Board to allocate personnel to coordinate with the People's Committee of the commune in investigating, surveying, measuring, and counting as a basis for drafting a compensation and support plan for land clearance and resettlement; and to develop a cost estimate for land clearance to implement the project...
During a field inspection and meeting to review the progress of land clearance and investment in the construction of several industrial park infrastructure projects in the city, Mr. Le Trung Kien, Member of the Standing Committee of the City Party Committee and Vice Chairman of the City People's Committee, requested the People's Committee of Nguyen Binh Khiem commune to urgently approve specific land prices to carry out land clearance procedures. Complete site clearance of 50 hectares of agricultural land, hand over to the investor before January 30, 2026. Titan Hai Phong Joint Stock Company prepares conditions to start the project during the Lunar New Year 2026.
