On the morning of December 10th, the 6th session (the regular year-end session) of the Ho Chi Minh City People's Council, 10th term, 2021-2026, continued with the questioning and answering session with the Director of the Department of Construction, Tran Quang Lam.
Representative Nguyen Thi Viet Tu stated that in reality, information about social housing is easily found on many social media platforms, such as TikTok and Facebook. This information does not come from official sources but from a team of land brokers.

City People's Council representative Nguyen Thi Viet Tu raised the issue that, as the coordinating unit in implementing social housing projects in the city, the Department of Construction has implemented and coordinated with relevant units to guide people on how to register for social housing. She also requested that the Department of Construction provide specific information to help people access social housing and avoid being misled by land brokers.
"Buyers of social housing are vulnerable groups who need the care and attention of all levels of government. Without complete information, instead of paying the correct price as regulated, people have to pay extra fees to land brokers," said representative Nguyen Thi Viet Tu.
Responding to a question from delegate Nguyen Thi Viet Tu, Director of the Ho Chi Minh City Department of Construction Tran Quang Lam stated that in 2025, the city had completed approximately 12,000 social housing units, achieving about 98% of the target set by the central government. Ho Chi Minh City has basically met its social housing targets in recent times.
Currently, the procedures and regulations for building social housing have been streamlined, creating optimal conditions for the development of social housing.

The Department of Construction has identified and prepared for the situation of people queuing in long lines to register for social housing, as well as the issue of "brokers" in the social housing market. Therefore, it has implemented transparent and open solutions to ensure people can access social housing; prioritizing low-income workers in industrial zones and export processing zones.
According to the Director of the Department of Construction, currently, all social housing projects must publish their lists on the electronic portals of the City People's Committee and the Department of Construction. After the policy is approved, the investor and the completed product meet the conditions for sale, then the information will be further published publicly and transparently.
Given the huge demand for social housing and to prevent brokers, the Department of Construction has developed a set of criteria. When people register to buy social housing through the electronic system, the Department will sort them according to the criteria, with priority given to certain criteria. The registration procedures for buying social housing are carried out entirely electronically.
The Director of the Department of Construction also stated that they are reviewing land locations near industrial zones to study investment and construction of social housing projects to meet the needs of the people.
Regarding the issue of parks raised by delegates, Director of the Department of Construction Tran Quang Lam stated that the city has 497 parks. "For effective management, no one is more suitable than the wards and communes," Mr. Tran Quang Lam stated.
The Department has developed a set of criteria for decentralization. Parks that span multiple wards or communes, or those with sensitive or historical significance, will be managed by the Department of Construction; the remaining approximately 90% will be handed over to wards and communes for management. The Department will only directly manage about 40 parks. This decentralization will officially be implemented from the beginning of 2026.
Regarding the needs of the people, Mr. Tran Quang Lam said that wards and communes will compile statistics on needs; the Department of Construction will synthesize and analyze them according to criteria of urgency to propose that the city allocate appropriate funds.
