
Hypothetical scenario: A major incident occurs inside the Hai Van 2 road tunnel, located more than 3km from the northern entrance and 2.3km from the southern entrance, within the administrative boundaries of Hai Van ward ( Da Nang city).
A 9-ton truck traveling in the left lane of the Hai Van 2 tunnel suffered a front tire blowout, lost control, and crashed into the left tunnel wall.
At that moment, two passenger buses following behind, failing to maintain a safe distance, collided in a chain reaction, causing the truck's fuel tank to be severely damaged and ruptured. Fuel spilled out, igniting and producing a lot of smoke and high temperatures.
Dozens of vehicles were stuck in traffic congestion in both Hai Van road tunnels.

Upon detecting the incident, the Hai Van Tunnel Operations Center notified the fire and rescue forces and other on-site forces via radio to quickly approach the scene and carry out rescue and firefighting operations.
The relevant forces coordinated with traffic police, public security, and border guards to ensure security and order, and arranged vehicles to secure lanes for vehicles from relevant agencies to access the scene and participate in handling the incident.

The drill aimed to improve the command and control capabilities, firefighting and rescue skills of the on-site forces, and enhance the coordinated efforts of multiple forces in firefighting and rescue operations within the tunnel.
The drill also aimed to test the operation of the electrical and ventilation systems, as well as the fire prevention, firefighting, and rescue equipment and vehicles installed in the Hai Van road tunnel.
