
On the morning of December 10th, at the regular year-end session of the 16th term of the Hai Phong City People's Council, delegates questioned Mr. Bui Van Thang, Director of the City's Department of Agriculture and Environment.
During the question-and-answer session, Deputy Secretary of the City Party Committee and Chairman of the City People's Council Le Van Hieu assessed that the current waste collection and treatment work in the city still has many shortcomings and requested the Director of the Department of Agriculture and Environment to provide information on the progress of the implementation of waste treatment plants and the current treatment technologies. The Chairman of the City People's Council also requested clarification on the slow issuance of land use right certificates to citizens.
Responding to questions, Comrade Bui Van Thang, Member of the Standing Committee of the City Party Committee and Director of the Department of Agriculture and Environment, provided the following information: Approximately 3,300 tons of solid household waste are generated daily in the city. This solid waste is currently being processed at 7 centralized treatment facilities with a capacity of about 2,120 tons per day. In addition, there are 482 small-scale landfills in rural areas. According to the plan, the goal is to cease operation of all unsanitary temporary landfills by 2030.
The Director of the Department of Agriculture and Environment also stated that the city is considering investment procedures for two waste-to-energy plants, each with a capacity of 1,000 tons/day, located in the Dinh Vu area and in Lai Khe commune. The plants are expected to be completed and operational in 2027.
Regarding the delay in issuing land use right certificates, the Department of Agriculture and Environment has identified several solutions to address the issue. These include urgently completing the "Overall Project for Building a Cadastral System and Land Database in Hai Phong City" in the eastern part of the city and the "Project for Building and Completing the Cadastral System and Land Database in the Western Part of Hai Phong City" as a basis for extracting cadastral records of land parcels, thereby reducing costs and shortening the time for processing land procedures.
In addition, the department is continuing to standardize internal processes, update electronic procedures, reduce and simplify the required documents, timeframes, and procedures for related administrative processes. It is also strengthening training for staff, especially those working in land administration; and strictly penalizing officials and employees who create difficulties or inconvenience for citizens when applying for land use right certificates.
