The Ho Chi Minh City People's Committee has just issued the Digital Transformation Strategy to 2030 to promote the development of digital government, digital economy , digital society, towards green growth, inclusive development and people-centered development.

The strategy emphasizes the goal of building a highly competitive, modern, and deeply internationally integrated City, while improving management efficiency based on data and real-time connectivity.

According to the set targets, the city strives to achieve a digital transformation index of ≥ 0.75 by 2030, placing it among the top three localities nationwide. Digital infrastructure will be developed synchronously, with 100% 5G coverage, the completion of the city's data center, and its connection to the national data center. All administrative procedures must be accepted and processed across administrative boundaries; 100% of administrative procedure files and results will be digitized; at least 85% of files will be processed online, 70% of information systems will operate on the cloud, and 80% of databases will be digitized and interconnected.

The first key task of the Strategy is to raise digital awareness, emphasizing the responsibility of heads of agencies and units; incorporating digital transformation results into the criteria for evaluating annual performance. The city organizes assessments and rankings of the digital transformation level (DTI) of state agencies, conducts extensive communication about digital transformation, promotes the role of community digital technology teams, and implements events and competitions to promote innovation.

Regarding the improvement of the digital institutional framework, the city has developed several important projects, including a passive telecommunications infrastructure plan, an AI strategy for the period 2025–2030, a data governance strategy, a digital economy development program for 2026–2030, and a plan to build concentrated digital technology zones. Simultaneously, the city is reviewing and updating the digital architecture framework, developing regulations and technical standards to support the implementation of digital government, open data, and policies to promote digital transformation for businesses.

Developing digital infrastructure is also a key priority, with a focus on expanding 5G coverage, developing international transmission infrastructure, popularizing high-speed internet, deploying mega-data centers and cloud computing models, and forming data center clusters in high-tech zones and industrial parks. The city is researching and developing supercomputing centers for AI, and deploying digital twin and IoT solutions in the transportation and urban sectors.

Digital workforce development focuses on training officials and civil servants in digital skills, AI, data analytics, and information security; strengthening the digital transformation apparatus; integrating digital skills into schools; providing digital skills training for workers and businesses in industrial parks and export processing zones; and expanding digital skills training partnerships for entrepreneurs.

Regarding digital data development, the city is strongly implementing the Data Governance Strategy, focusing on three major data groups: population, finance - business, and land - urban; developing an open data ecosystem; continuing to digitize administrative procedure records and data; maintaining connections with national databases; and perfecting the City Data Portal.

The development of digital government is emphasized through the efficient operation of the Administrative Procedure Information System; the deployment of shared digital platforms; the application of AI and virtual assistants in governance; the improvement of the Smart City Monitoring and Operating Center; and the expansion of the Ho Chi Minh City Digital Citizen application.

In addition, the Strategy identifies a series of other key tasks such as developing the digital economy and digital society, promoting AI research and application, digital transformation in industries and fields; ensuring network information security and safety; promoting international cooperation and maximizing resources for digital transformation.
