At the central headquarters, the conference was chaired by General Secretary To Lam, Head of the Central Steering Committee on Anti-Corruption and Anti-Corruption; co-chairing the conference were Politburo members: Tran Cam Tu, Standing Member of the Secretariat; Le Minh Hung, Head of the Central Organization Committee; Phan Dinh Trac, Head of the Central Internal Affairs Committee; and Luong Tam Quang, Minister of Public Security . At the Hue City Party Committee headquarters, the conference was chaired by Nguyen Chi Tai, Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Hue City.
"There are no forbidden areas, no exceptions."
During the 13th term, the work of building and perfecting institutions was intensified with many new strategic policies and viewpoints, contributing to overcoming long-standing shortcomings and creating significant progress in preventing corruption. The Central Committee, the Politburo , the Secretariat, and the Steering Committee issued more than 300 documents related to Party building, the political system, and the prevention and control of corruption; Party committees at all levels issued more than 12,100 documents.
Many major policies on improving legislation, reforming management thinking, reorganizing the administrative apparatus, promoting digital transformation, controlling power, and tightening land management have been implemented synchronously. This term of the National Assembly passed and promulgated over 300 laws, ordinances, and resolutions, the highest number ever. The Government, the Prime Minister, and ministries, sectors, and localities issued over 73,000 documents concretizing the Party's policies, creating a unified and rigorous legal framework for combating corruption and land-related crimes.
Party inspection, supervision, and disciplinary work have been significantly strengthened, "leading the way" for handling violations. Since the beginning of the term, Party committees and inspection committees at all levels have disciplined more than 2,300 Party organizations and over 97,400 Party members; of which over 2,300 Party members were disciplined for corruption-related offenses. The Central Committee has disciplined 174 officials under its management, including 49 Central Committee members and former members, and 24 generals. Notably, for the first time, three former key leaders of the Party and State have been disciplined, affirming the spirit of "no forbidden zones, no exceptions."

Inspection and auditing activities focused on sensitive areas prone to corruption. The agencies recommended the recovery of over 664.6 trillion VND and more than 2,200 hectares of land; recommended disciplinary action against over 50,000 organizations and individuals; and recommended addressing over 3,000 inadequate legal documents. Over 1,900 cases with suspected criminal activity were transferred to investigative agencies.
The prosecuting authorities have initiated legal proceedings in over 18,900 cases involving 39,300 defendants related to corruption, economic crimes, and abuse of power; and conducted first-instance trials in over 17,200 cases. Specifically, for cases under the supervision of the Steering Committee, 48 cases involving 205 defendants have been initiated; and 82 cases have been tried at first instance.
The recovery of assets obtained through corruption has yielded outstanding results. Assets seized and frozen are valued at over 640,000 billion VND; civil enforcement agencies have recovered over 90,000 billion VND. Many defendants proactively returned assets even during the investigation phase.
Eliminate vested interests and protect those who dare to act.
Delivering a keynote address at the conference, General Secretary To Lam emphasized that combating corruption and negative phenomena is a central and ongoing task, a vital requirement for the Party and the regime. He also affirmed that the trust of the people and domestic and foreign businesses in this work continues to be strengthened thanks to the outstanding results achieved during the term.
Besides the achievements, the General Secretary frankly pointed out shortcomings, such as the degeneration of some cadres and Party members, showing signs of avoidance, fear of making mistakes, and fear of responsibility; loopholes in mechanisms and policies in many areas; and some cases of corruption and waste that are still complex, protracted, and causing social unrest. General Secretary To Lam proposed the implementation of four overarching principles: persistently and uncompromisingly fighting corruption and negative phenomena; resolutely building and perfecting institutions to make corruption "impossible"; tightly controlling power to make corruption "unafraid"; and building a culture of integrity to make corruption "unwilling and unnecessary".
Regarding future tasks, General Secretary To Lam requested a focus on early and proactive prevention, especially in policy-making; perfecting mechanisms for controlling power; strengthening inspection, supervision, and auditing in a way that proactively detects violations; promoting education and communication on integrity among cadres and Party members; and improving the effectiveness of coordination among anti-corruption agencies.
The General Secretary noted that the new development context, with its many open mechanisms and large projects, could give rise to vested interests. Therefore, it is even more necessary to tighten inspection and supervision; strictly handle violations; resolutely eliminate vested interests; and at the same time protect cadres who dare to think, dare to act, and dare to take responsibility for the common good. General Secretary To Lam called on the entire Party, the entire people, and the entire army to continue to build on the achievements, maintain political determination, and excellently fulfill the task of combating corruption and negative phenomena in the new period; contributing to building a cleaner and stronger Party and country.
