
Visiting Luot village in the last days of the year, we felt a peaceful and poetic natural landscape. The gentle, crystal-clear Chien stream meandered through the rice fields, embracing the stilt houses; the wide, clean concrete road leading into the residential area was adorned with rows of flowers; and the village gate, built with pebbles, created a unique focal point.
Welcoming us, Mr. Lo Van Hac, Party Secretary and Head of Luot village, excitedly said: "The village has 342 households with 1,942 inhabitants, mainly Thai ethnic people. Previously, most of the roads were dirt roads, muddy during the rainy season, and cars couldn't enter the village, making the trade of agricultural products very difficult. Implementing the policies of the Ngoc Chien Commune Party Committee on economic , cultural, and social fields, especially in the construction of rural infrastructure, from 2020 to the present, the people have voluntarily donated thousands of square meters of land, contributed over 5.2 billion VND, and tens of tons of cement, sand, and gravel to concrete the roads within the village and in the fields."

Mr. Lo Van Hung's family, located in the center of Luot village, voluntarily donated over 300 square meters of residential land and partially demolished their outbuildings to clear the ground for the construction of a concrete road. Mr. Hung shared: "After being encouraged by the Party committee and the village management board to build the road, my family discussed it and immediately agreed to donate the land. Building a road serves our own lives, so everyone is very supportive."
Thanks to the collective efforts and unity of the people, in 5 years, Luot village has paved more than 9 km of internal village and field roads. To date, 100% of the internal village and field roads are concreted, with many sections 5-8m wide, allowing large vehicles to easily access them. These new roads facilitate travel and agricultural product transportation, encouraging villagers to actively diversify their crops, develop their economy, and gradually improve their living standards. By 2025, the average per capita income of the village is expected to reach over 45 million VND/year; the multidimensional poverty rate will be reduced to 3%.

With improved transportation infrastructure and a clean, beautiful environment, community tourism is developing. Currently, Luot village has 12 households operating homestay services. These families focus on preserving traditional architecture while offering experiential services such as natural hot spring baths. The clean environment, flower-lined roads, welcoming gates, stone walls, and clean house grounds contribute to creating a green, clean, and beautiful appearance for the village. By 2025, Luot village is expected to welcome over 15,000 tourists, generating nearly 4 billion VND in tourism revenue.
Ms. Nguyen Thi Ngoc Hoa, a tourist from Hanoi , shared: "Coming here, I feel a peaceful, fresh, and vibrant countryside. We immersed ourselves in the natural hot springs, spent the evenings in centuries-old stilt houses made of Pơ Mu wood; enjoyed delicious dishes like grilled fish and fragrant sticky rice from the Muong Chien fields; joined in the lively Xoe dance, and felt intoxicated by the strong aroma of Sơn Tra rice wine. Bản Lướt is truly a destination worth experiencing."

With its modern infrastructure, clean environment, friendly services, and preserved cultural identity, Luot village has become a model community tourism village in Ngoc Chien commune, contributing to the bright picture of Son La tourism.
