Strengthen management of construction, materials, and construction quality.

In recent years, along with socio-economic development, investment and construction activities in Son La province have been vibrant. With demands for quality, investment efficiency, and construction safety, the Provincial Department of Construction is implementing various solutions and tightening the management of construction and building materials.

Since the beginning of the year, investment and construction management has been continuously strengthened, starting from the document appraisal stage. The Department of Construction has chaired the appraisal of 121 projects and works, including feasibility studies, economic -technical reports, and construction designs developed after the basic design, with a total investment amount exceeding 4,500 billion VND. Through the appraisal process, many aspects that were inconsistent with planning, technical standards and regulations, and actual conditions have been promptly adjusted, thereby saving the state budget billions of VND and improving the efficiency of investment capital utilization.

Along with appraisal, the acceptance of completed projects was carried out rigorously. During the year, the Department of Construction accepted 68 completed projects and conducted inspections during the construction process of many other projects, ensuring compliance with the prescribed procedures. Through these inspections, investors and contractors have gradually improved their awareness of complying with construction laws, placing greater emphasis on quality management from the investment preparation stage to construction and handover of projects for use.

Mr. Nguyen Duc Luyen, Deputy Director of the Son La Department of Construction, affirmed: Construction quality is the core factor that determines investment efficiency and safety for the people. The Department of Construction has focused on guiding, inspecting, and closely supervising investors and contractors in implementing regulations on construction quality management. The Department's stance is to clarify the responsibilities of each entity involved in construction activities, strictly handle violations, and resolutely prevent substandard construction projects from being put into operation and use.

Another important aspect is the inspection of construction works. In the context of climate change, complex weather patterns, and frequent natural disasters such as floods, timely inspection of affected structures is particularly crucial. The Department of Construction has directed the Center for Quality Inspection and Construction Planning to proactively coordinate with relevant agencies and units to conduct inspections and assess the causes of incidents and the extent of damage to structures, providing a basis for proposing remedial measures and assigning responsibility according to regulations. This contributes to minimizing risks and ensuring the safety of structures and their users.

Alongside construction quality management, the Department of Construction has identified the management of construction materials as one of the key aspects. Currently, there are dozens of mineral mines and construction material production and trading establishments operating in the province, supplying materials for construction projects. To ensure the quality of materials used in construction, the Department of Construction has intensified inspections of construction material production and trading establishments, focusing on compliance with regulations on standards, conformity declarations, and product origin.

Since the beginning of the year, the Department has conducted inspections of 26 construction material production and trading establishments; received, processed, and resolved product conformity declaration dossiers on schedule, openly and transparently. Information on construction material prices and construction price indices is published quarterly, creating conditions for investors, businesses, and people to access, refer to, and apply uniformly, limiting speculation, price manipulation, and market disruption.

This helps to make the market more transparent and creates a healthier competitive environment. As a result, businesses that operate honestly are protected, and their reputation with customers is also enhanced."

A highlight in the management of construction materials in recent times has been the encouragement of the use of new, environmentally friendly materials, especially crushed sand as a replacement for natural sand. Given the increasing scarcity of natural sand resources, the application of crushed sand in construction has been uniformly guided by the Department of Construction throughout the province. According to assessments, this solution helps save construction costs, reduces pressure on natural resource exploitation, and aligns with the sustainable development orientation.

In addition, the Department of Construction also focuses on managing the construction capacity of organizations and individuals. The process of granting and publicly disclosing information on professional and construction capacity is carried out in accordance with regulations, creating conditions for investors to select contractors with sufficient capacity and experience. For cases of violations or fraudulent documents, the Department resolutely revokes professional certificates and refers them to competent authorities for investigation and handling according to the law, contributing to a cleaner construction environment.

In the coming period, the construction industry will continue to strengthen specialized inspection and supervision; promote the application of information technology in construction management; and improve the quality of staff involved in appraisal, quality management, and project inspection. At the same time, emphasis will be placed on disseminating legal information and raising awareness and responsibility among all stakeholders involved in construction activities, from investors and contractors to construction material suppliers.

Practical experience shows that tightening the management of construction, building materials, quality, and project inspection has brought about positive changes, contributing to improving the quality of projects, ensuring safety, and maximizing investment efficiency. This is also an important foundation for Son La to continue attracting investment, developing synchronous infrastructure, and gradually building the province into a green and sustainable development area, meeting the requirements of the new era.
