Zoning for municipal solid waste management: Towards unified, efficient, and sustainable management.

According to the plan for implementing household solid waste treatment in 2026, Tay Ninh province has specifically zoned treatment areas with the goal of tightening management, ensuring consistency, and strengthening the role of local authorities in the entire collection - transportation - treatment cycle.

In recent years, along with the rapid pace of urbanization, the amount of solid household waste generated in the province has increased significantly, putting pressure on the existing collection and treatment system.

Furthermore, after the implementation of the two-tiered local government system, local authorities face financial difficulties and lack sufficient resources to carry out the collection, transportation, and treatment of solid household waste. To ensure uniformity and consistency in management and settlement, a central point of contact is needed to sign contracts with waste treatment units.

According to the 2026 plan for household solid waste management, the province has identified three key objectives to build a foundation for effective management. These are: enhancing the responsibility of commune-level People's Committees in establishing a system for collecting and transporting household solid waste in their areas, aiming to accurately and comprehensively calculate the volume of household solid waste generated by households (excluding production and business establishments) for transfer to treatment units designated by the Department of Agriculture and Environment; centralizing the responsibility for signing contracts for household solid waste treatment in the province; and managing and controlling the volume of household solid waste generated in communes and wards, controlling the volume of waste transported and treated at treatment plants according to designated zones, minimizing indiscriminate dumping of waste, which causes unsightly conditions and environmental pollution.

A key highlight of the 2026 plan is the zoning scheme for solid waste treatment based on the capacity of each plant and the specific characteristics of each area. According to Phan Cong Hoi, Head of the Department of Environment and Climate Change, the Thanh Hoa - Long An Waste Treatment Plant (Tan Tay commune) will handle waste from 37 communes and wards, including: Long An, Tan An, Khanh Hau, Thanh Loi, Binh Duc, Luong Hoa, Ben Luc, My Yen, An Ninh, Hiep Hoa, Hau Nghia, Hoa Khanh, Duc Lap, My Hanh, Duc Hoa, Dong Thanh, Duc Hue, My Quy, Thuan My, An Luc Long, Tam Vu, Vinh Cong, Nhon Hoa Lap, Nhon Ninh, Tan Thanh, Hau Thanh, Binh Thanh, Thanh Phuoc, Thanh Hoa, Tan Tay, Thu Thua, My An, My Thanh, Tan Long, Vam Co, Tan Tru, and Nhut Tao.

The Vietnam Waste Treatment Company Limited in Da Phuoc ( Ho Chi Minh City) receives waste from 11 communes: Can Giuoc, Phuoc Ly, Tan Tap, Phuoc Vinh Tay, My Loc, Can Duoc, Long Cang, Long Huu, Rach Kien, My Le, and Tan Lan. The Tay Ninh Waste Treatment Plant in Tan Phu handles waste from 18 communes and wards: Tan Dong, Tan Chau, Tan Phu, Tan Hoi, Tan Thanh, Tan Hoa, Tan Lap, Tan Bien, Thanh Binh, Tra Vong, Phuoc Vinh, Hoa Hoi, Ninh Dien, Chau Thanh, Hao Duoc, Binh Minh, Tan Ninh, and Ninh Thanh. The waste treatment complex in Thanh Duc commune, Tay Ninh province, operated by Hue Phuong VN Green Environment Co., Ltd., receives and processes waste from 18 communes and wards, including: Trang Bang, An Tinh, Go Dau, Gia Loc, Long Hoa, Hoa Thanh, Thanh Dien, Phuoc Chi, Hung Thuan, Thanh Duc, Phuoc Thanh, Long Chu, Long Thuan, Ben Cau, Truong Mit, Cau Khoi, Duong Minh Chau, and Loc Ninh.

For household solid waste in 12 communes and wards including Kien Tuong, Moc Hoa, Binh Hoa, Tuyen Thanh, Binh Hiep, Vinh Chau, Tan Hung, Vinh Thanh, Hung Dien, Khanh Hung, Vinh Hung, and Tuyen Binh, it is transported to incinerators and solid waste treatment facilities located in Binh Hiep, Vinh Hung, and Vinh Thanh communes. Specifically, the incineration plant in Binh Hiep commune handles household solid waste generated for Kien Tuong ward and Tuyen Thanh, Binh Hiep, Binh Hoa, and Moc Hoa communes. The incineration plant in Vinh Thanh commune handles household solid waste generated for Hung Dien, Vinh Thanh, Tan Hung, and Vinh Chau communes. The compost and landfill plant in Vinh Hung commune handles household solid waste generated for Tuyen Binh, Vinh Hung, and Khanh Hung communes.

“In addition, the province has urgently adjusted the waste treatment plan to address the long-standing accumulation of waste at the Tan Hung Waste Treatment Plant (approximately 110,000 tons). Accordingly, waste from Cau Khoi, Duong Minh Chau, and Loc Ninh communes is being transferred to Thanh Duc to reduce the burden on the Tan Hung Waste Treatment Plant, creating conditions for the complete processing of the long-standing waste ‘inventory’,” Mr. Phan Cong Hoi said.

According to Mr. Phan Cong Hoi, to ensure the smooth operation of the system, the province has assigned the Department of Agriculture and Environment the task of signing contracts for the treatment of solid household waste for 84 communes and wards according to the above-mentioned zones through bidding in accordance with the law on bidding; if bidding is not possible, then the process will be carried out through ordering or assigning tasks in accordance with the law.

Monthly inspections, monitoring, and signing of confirmation minutes between the three parties (Department of Agriculture and Environment, People's Committee of the commune, and household solid waste treatment unit) regarding the volume of waste processed at the plants are carried out periodically to facilitate monthly payments to the treatment unit.

Assigning personnel, maintaining records, and monitoring and inspecting the volume of solid household waste processed at treatment units; carrying out acceptance and liquidation procedures in accordance with regulations. Monitoring and supervising waste collection and transportation in communes and wards. Coordinating with the People's Committees of communes and wards in settlement and payment procedures, ensuring full and timely payment.

Furthermore, the responsible party must require the regional solid waste treatment unit to meet the following basic requirements: Maintain a logbook for each commune/ward transferring solid waste to the treatment plant. Provide documentation of vehicle weight upon arrival and departure. Provide photographs at the weighing station clearly showing the vehicle license plate, date, time, and weight of waste, etc., and provide these to the commune People's Committee and the Department of Agriculture and Environment. Sign a confirmation each time waste is received from the collection and transportation unit.

The People's Committees of Binh Hiep, Vinh Thanh, and Vinh Hung communes are responsible for signing contracts with qualified and competent units to operate the local solid waste incineration plant.

At the same time, all commune-level People's Committees are responsible for organizing the selection and signing of contracts with units for collecting and transporting solid household waste in their areas to treatment plants according to the zoning plan approved by the Provincial People's Committee, through bidding in accordance with the law on bidding; if selection through bidding is not possible, it shall be done through ordering or assigning tasks in accordance with the law.

The People's Committee at the commune level shall review and compile a complete set of regulations for collecting service fees for the collection, transportation, and treatment of solid household waste in the area; the fee collection must be carried out publicly, transparently, and clearly, ensuring a balance of revenue and expenditure to fully perform the assigned tasks; and shall be responsible to inspection, examination, and auditing agencies for the amount of fees collected and for the settlement of accounts.

The organization is responsible for monitoring, inspecting, and verifying the volume of household solid waste generated, collected, and transported to the treatment facility. It publishes vehicle license plates and load capacities for waste transport vehicles for monitoring and tracking. It is also responsible for requiring the winning bidder for waste collection and transportation in communes and wards not to sign contracts for waste collection, transportation, and treatment with production and business establishments.
