According to the National Center for Hydro-Meteorological Forecasting, from the night of December 12th to the end of December 13th, the Northeast region, the western part of Phu Tho province, the eastern part of Son La province, and the eastern part of Lao Cai province will experience moderate to heavy rain and scattered thunderstorms, with some areas experiencing very heavy rain. The rainfall amount will generally range from 30-70mm, with some localized areas receiving over 120mm.
On the afternoon and night of December 13th, the North Central region experienced moderate to heavy rain with rainfall amounts generally ranging from 30-60mm, and in some localized areas, very heavy rain exceeding 100mm.
Warning of the risk of heavy rainfall exceeding 100mm/3h, with the possibility of tornadoes, lightning, hail, and strong gusts of wind during thunderstorms. From December 14th, heavy rainfall in these areas is expected to gradually decrease.
The risk level for natural disasters due to heavy rain, tornadoes, lightning, and hail is level 1. Heavy rain is likely to cause flooding in low-lying areas, urban areas, and industrial zones; flash floods on small rivers and streams; and landslides on slopes (real-time warning information on areas at risk of flash floods and landslides is provided online on the website of the National Meteorological and Hydrological Service at: https://luquetsatlo.nchmf.gov.vn and in separate flash flood and landslide warning bulletins).
Flash floods and landslides can have very serious impacts on the environment, threatening people's lives; causing localized traffic congestion, affecting the movement of vehicles; destroying public and economic infrastructure, causing damage to production and socio-economic activities.
The hydrometeorological agency noted that people need to regularly monitor forecast and warning information on the website of the National Center for Hydrometeorological Forecasting at nchmf.gov.vn, the provincial, municipal and regional hydrometeorological stations, and regularly update the latest hydrometeorological forecast information on the official mass media of the Central and local levels to proactively respond, and at the same time recommend that the authorities in the affected localities pay attention to reviewing the flow bottlenecks and vulnerable locations in the area to have preventive and response measures.
According to the guidelines of the Department of Dike Management and Disaster Prevention ( Ministry of Agriculture and Environment ), in light of the above situation, affected areas should closely monitor the developments of heavy rain, floods, flash floods, and landslides, and promptly and fully inform all levels of government and the people so that they can proactively prevent, respond, and minimize damage.
Local authorities are deploying rapid response teams to inspect and survey residential areas along rivers and streams, and low-lying areas, in order to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides; organizing forces to be ready to control and guide traffic, and erect warning signs, especially at underpasses, overflows, and areas with deep flooding and strong currents; and proactively arranging forces, materials, and equipment to address incidents and ensure smooth traffic flow on main transportation routes when heavy rains occur.../.
