The amended Resolution 98 will help Ho Chi Minh City achieve double-digit growth in 2026.

On December 10th, at the sixth session of the 10th term of the Ho Chi Minh City People's Council, Nguyen Van Duoc, Member of the Central Committee of the Communist Party of Vietnam and Chairman of the Ho Chi Minh City People's Committee, delivered a speech and made commitments to the delegates of the Ho Chi Minh City People's Council and the city's voters.

Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, stated that 2025 will be a challenging period as the city simultaneously hosts many important political events, overcomes long-standing issues, and operates a two-tiered government model.

Despite facing many difficulties and challenges, the city has achieved many outstanding results thanks to the guidance of the central government and the unity of the people and businesses.

One of the outstanding achievements is the smooth implementation of the two-tiered government model and the consultation on adjusting Resolution 98 after more than half of its implementation period.

The Chairman of the People's Committee of Ho Chi Minh City assessed that Resolution 98 has been effective, but in the new context, it has also revealed some "constraints" that need to be broadened to create a safer investment environment. And on December 11, 2025, the National Assembly will vote to approve the amended and supplemented Resolution 98.

If Resolution 98, amended and supplemented, is passed, it will help the city create a breakthrough in development in the coming period, initially achieving double-digit growth in 2026.

"Ho Chi Minh City is only asking for mechanisms, not money, and is ready to be a pilot site for policies and a testing ground for new economic models," Chairman Nguyen Van Duoc affirmed.

By 2025, most socio-economic indicators of Ho Chi Minh City are expected to meet or exceed targets. Specifically, GRDP is estimated to increase by 8.03%, reaching nearly 3 trillion VND (accounting for 23.5% of the national GDP). GRDP per capita is projected to reach 8,755 USD. State budget revenue will account for one-third of the national total.

The city also reviewed and reduced 435 administrative procedures related to production and business activities; shortened the investment approval process from 35 days to 17 days; and achieved a citizen satisfaction rate of 90.69%.

The results contributed to improving the effectiveness of attracting domestic and foreign investment, attracting $8.9 billion in FDI, an increase of over 30% compared to the same period last year. Of this, more than $2 billion was invested in the fields of science and technology and innovation, reflecting Ho Chi Minh City's orientation of placing science and technology and innovation at its center.

In particular, the city has resolved 80% of the issues related to 670 out of 838 projects (covering 16,200 hectares), unlocking over 804,000 billion VND from social resources, contributing to a 269% increase in budget revenue from land use fees compared to the same period.

The city has operated the two-tiered local government model stably, effectively, and efficiently, and has been assessed as "correct and appropriate according to the central government's directives." This includes the efficient and smooth operation of the Public Administrative Service Centers at all levels; the development of plans for arranging and assigning commune-level civil servants in accordance with the practical situation; and the expansion of online public services to level 4 in 38 localities…

Besides the achievements made, Ho Chi Minh City still faces shortcomings and limitations such as unsatisfactory disbursement of public investment capital; uneven efficiency in the operation of the new administrative apparatus. In addition, there are issues pointed out by General Secretary To Lam such as traffic congestion, environmental pollution, flooding, and problems related to social order and safety, including drug abuse. These are issues that the city has seriously acknowledged and is determined to address in the coming period.

Infrastructure breakthroughs, becoming a "mega construction site"

Ho Chi Minh City's GRDP in 2025 is estimated to increase by approximately 8.03%, higher than the national average (the national average is around 8%), further affirming the city's role as the leading engine and driving force for growth.
In 2026, Ho Chi Minh City will streamline its institutional framework and make breakthroughs in infrastructure.

Entering 2026, the city has set its highest goal as creating substantial, tangible, and measurable changes in governance, economic development, and the quality of services provided to citizens and businesses.

The theme for 2026 has been identified as "Unlocking institutions - Unleashing resources - Infrastructure breakthroughs - Enhancing service efficiency - Creating substantive changes in the development of the City (after the merger)".

Ho Chi Minh City aims for double-digit GRDP growth through unlocking resources and innovating urban governance models. The focus is on effectively implementing specific resolutions such as the amended Resolution 98, Resolution 222 on the International Financial Center, and Resolution 188 on urban railway development.

Among these, the amended Resolution 98 is considered the most groundbreaking mechanism. If approved by the National Assembly, Ho Chi Minh City will for the first time have a single master plan, instead of two separate plans as before, shortening the time and creating a basis for attracting investment.

Ho Chi Minh City is committed to completing and resolving a series of obstacles related to zoning plans and detailed planning at the local level by 2026.

Simultaneously, the economy needs restructuring, the development of the digital economy as a growth engine; improving and upgrading the investment and business environment; enhancing competitiveness; building a proactive government that serves the people, viewing citizens and businesses as the central focus and subjects of service; and businesses as the resource and driving force of development.

Ho Chi Minh City also continues to promote cultural and human values; fundamentally and comprehensively reform education and synchronously implement comprehensive healthcare models for the people, and take care of social welfare.
